Abstract
Space-Based Automatic Dependent Surveillance – Broadcast (ADS-B) merupakan
sistem pemantauan lalu lintas udara berbasis satelit yang memungkinkan pesawat
menyiarkan data posisi secara otomatis. Salah satu faktor penting dalam
implementasi sistem ini adalah latensi, yaitu selisih waktu antara saat posisi
pesawat diukur dan saat data tersebut diterima oleh Air Traffic Controller (ATC),
yang dapat memengaruhi efektivitas pengawasan. Penelitian ini bertujuan untuk
mengevaluasi latensi dalam Space-Based ADS-B menggunakan data yang telah
tersedia secara publik dari penyedia layanan Aireon, seperti hasil uji performa dan
presentasi teknis kepada Air Navigation Service Providers (ANSP). Evaluasi
dilakukan dengan membandingkan latensi terhadap standar internasional seperti
ICAO Doc 9924, FAA 14 CFR §91.227, dan EUROCAE ED-129B. Selain itu,
evaluasi dilakukan berdasarkan parameter Quality of Service (QoS), dengan fokus
utama pada delay (latensi), serta dikaitkan dengan Service Level Agreement (SLA)
yang berlaku. Hasil penelitian ini diharapkan memberikan wawasan mengenai
keakuratan dan keandalan Space-Based ADS-B, serta menjadi referensi dalam
pengembangan kebijakan dan peningkatan kualitas sistem pemantauan lalu lintas
udara berbasis satelit.
Space-Based Automatic Dependent Surveillance – Broadcast (ADS-B) is a satellite-
based air traffic monitoring system that enables aircraft to automatically broadcast
their position data. One of the critical factors in implementing this system is latency,
which refers to the time difference between when the aircraft's position is
determined and when the data is received by the Air Traffic Controller (ATC),
potentially affecting surveillance effectiveness. This study aims to evaluate latency
in Space-Based ADS-B using publicly available data from the service provider
Aireon, such as performance test results and technical presentations delivered to
Air Navigation Service Providers (ANSP). The evaluation is conducted by
comparing latency values against international standards such as ICAO Doc 9924,
FAA 14 CFR §91.227, and EUROCAE ED-129B. Furthermore, the evaluation is
based on Quality of Service (QoS) parameters, with a primary focus on delay
(latency), and is linked to the applicable Service Level Agreement (SLA). The
results of this study are expected to provide insights into the accuracy and
reliability of Space-Based ADS-B and serve as a reference for policy development
and improvement of satellite-based air traffic monitoring systems.
