Abstract
ABSTRAK
Keandalan Doppler VHF Omnidirectional Range (DVOR) sangat penting untuk keselamatan penerbangan, sehingga pemeliharaan rutin melalui ground check diperlukan untuk memastikan kinerja DVOR sesuai standar. Namun, pelaksanaannya terkendala oleh keterbatasan alat maupun akses. Selain itu, media informasi yang ada saat ini berupa dokumen regulasi dan presentasi PowerPoint, yang kurang efektif. Penulis menyimpulkan bahwa simulasi berbasis web dapat menjadi solusi. Studi awal dilakukan di Bandara I Gusti Ngurah Rai, sedangkan pengembangan dilakukan di Politeknik Penerbangan Indonesia Curug pada Program Studi Teknik Navigasi Udara. dan bertujuan untuk mengembangkan simulasi yang dapat meningkatkan pemahaman SDM mengenai ground check DVOR serta efisiensi operasional. Metode ADDIE (Analysis, Design, Development, Implementation, Evaluation) digunakan dalam penelitian ini, dengan pengumpulan data melalui wawancara dan kuesioner yang melibatkan dosen, teknisi, serta taruna/i yang berpengalaman dalam ground check DVOR. Hasil penelitian menunjukkan bahwa aspek rancangan , materi, functional suitability, dan compatibility masing-masing mendapat nilai 100% (Sangat Layak), sementara aspek usability mendapat nilai 92,2% (Sangat Layak).

ABSTRACT
The reliability of the Doppler VHF Omnidirectional Range (DVOR) is crucial for aviation safety, so routine maintenance through ground checks is necessary to ensure DVOR performance meets standards. However, its implementation is hampered by limited tools and access. In addition, the current information media consists of regulatory documents and PowerPoint presentations, which are less effective. The author concludes that web-based simulations can be a solution. This study began at I Gusti Ngurah Rai International Airport and was further developed at the Indonesian Aviation Polytechnic Curug, in the Air Navigation Engineering Program. The aim was to create a simulation to enhance understanding of DVOR ground checks and improve operational efficiency. The ADDIE (Analysis, Design, Development, Implementation, Evaluation) method was used in this study, with data collection through interviews and questionnaires involving lecturers, technicians, and cadets experienced in DVOR ground checks. The results showed that the design, material, functional suitability, and compatibility aspects each received a score of 100% (Very Feasible), while the usability aspect received a score of 92.2% (Very Feasible).
