KAJIAN PENGAWASAN UNIT APRON MOVEMENT CONTROL GUNA PEMENUHAN STANDAR OPERASIONAL PROSEDUR PADA AREA APRON DI BANDAR UDARA KALIMARAU BERAU

Penelitian ini bertujuan untuk menganalisis efektivitas pengawasan yang dilakukan oleh Unit Apron Movement Control (AMC) dalam memastikan kepatuhan pergerakan personel ground handling dan penggunaan Ground Support Equipment (GSE) terhadap Standar Operasional Prosedur (SOP) di area apron
Bandar Udara Kalimarau Berau. Latar belakang penelitian ini didasarkan pada tingginya angka pelanggaran operasional di area apron yang berpotensi membahayakan keselamatan penerbangan. Penelitian ini diharapkan dapat memberikan kontribusi dalam upaya peningkatan budaya keselamatan kerja di sisi udara.
Penelitian ini dilakukan dengan pendekatan kualitatif, di mana data diperoleh melalui pengamatan secara langsung, wawancara secara mendalam, serta studi dokumentasi. Analisis dilakukan untuk mengidentifikasi jenis-jenis pelanggaran yang terjadi, sekaligus mengukur efektivitas sistem pengawasan yang telah berjalan, dengan mengacu pada ketentuan PR 21 Tahun 2023 sebagai pedoman utama.
Hasil penelitian menunjukan bahwa pelaksanaan pengawasan oleh Unit Apron Movement Control (AMC) masih belum maksimal, yang tercermin dari masih adanya berbagai pelanggaran di lapangan. Pelanggaran tersebut antara lain pengoperasian GSE yang melampaui batas kecepatan, parkir peralatan tidak sesuai zona yang ditetapkan, kegiatan Run-up pesawat tanpa izin resmi, serta kelalaian personel dalam penggunaan Alat Pelindung Diri (APD). Berdasarkan temuan ini, penulis mengusulkan agar pengawasan diperkuat melalui pemanfaatan teknologi seperti pemasangan CCTV dan sistem GPS tracking, pelaksanaan pelatihan berkelanjutan bagi personel ground handling, serta penerapan sistem sanksi dan penghargaan guna menumbuhkan budaya disiplin dan kepatuhan terhadap SOP di
area apron.

This study aims to analyze the effectiveness of supervision carried out by the Apron Movement Control (AMC) Unit in ensuring compliance with the movement regulations of ground handling personnel and the use of Ground Support Equipment (GSE) in accordance with Standard Operating Procedures (SOP) within the apron area of Kalimarau Airport, Berau. The background of this research stems from the high number of operational violations occurring in the apron area, which
pose potential threats to flight safety. This study is expected to contribute to efforts in enhancing the safety culture within the airside environment.
A qualitative approach was employed in this research, with data collected through direct observation, in-depth interviews, and document analysis. The analysis focused on identifying the types of violations occurring in the field, as well as assessing the effectiveness of the existing supervision system, using Regulation PR 21 of 2023 as the primary guideline.
The findings indicate that the supervision conducted by the Apron Movement Control (AMC) Unit has not been optimal, as evidenced by the ongoing operational violations. These include GSE operation exceeding speed limits, equipment parking in unauthorized zones, unauthorized aircraft run-up activities, and personnel negligence in using Personal Protective Equipment (PPE). Based on these findings, the researcher recommends strengthening oversight by utilizing
technology such as CCTV installation and GPS tracking systems, conducting continuous training for ground handling personnel, and implementing a system of sanctions and rewards to foster a culture of discipline and adherence to SOPs in the apron area.
