ANALISA PERUBAHAN TATA LETAK AREA HANDLING BAGGAGE SECURITY CHECK POINT ( HBSCP ) GUNA MENINGKATKAKAN EFISIENSI OPERASIONAL DI BANDAR UDARA FATMAWATI SOEKARNO BENGKULU

Area Handling Baggage Security Check Point (HBSCP) di Bandar Udara Fatmawati Soekarno Bengkulu, dapat dikatakan masih belum sesuai standar regulasi pada Keputusan Menteri No.39 Tahun 2024 Tentang Program Keamanan Penerbangan Nasional pada Bab 9 Butir 9.6 menyebutkan terkait pengendali bagasi
tercatat mengatur dan menempatkan Bagasi Tercatat pada conveyor belt mesin xray pada posisi yang tepat untuk pemeriksaan dan memastikan jarak antara dua bagasi serta tidak bertumpuk. tata letak atau tata letak area tersebut berpengaruh pada operasional di area HBSCP terutama terhadap proses pemeriksaan bagasi. Penelitian ini difokuskan pada upaya peningkatan tata letak area Handling Baggage
Security Check Point (HBSCP) di Bandar Udara Fatmawati Soekarno Bengkulu, yang memiliki peran penting dalam pemeriksaan bagasi tercatat dan pergerakan petugas. Pendekatan yang digunakan adalah kualitatif deskriptif dengan metode pengumpulan data melalui observasi, wawancara terbuka dengan personel AVSEC, serta dokumentasi. Ditemukan bahwa tata letak yang kurang optimal karena terbatasnya ruang gerak, keberadaan gravity roller yang mempersulit proses pemeriksaan bagasi tercatat. Perubahan tata letak dilakukan dengan memisahkan jalur conveyor menjadi dua arah, menghapus hambatan fisik, serta menyusun ulang mesin X-ray agar operasional lebih lancar. Perubahan tata letak ini terbukti memperbaiki alur pemeriksaan, memudahkan mobilitas petugas. Pihak manajemen Bandara telah menyetujui rancangan tersebut dan menilai tata letak baru layak untuk diimplementasikan. Secara keseluruhan, perubahan tata letak ini memberikan dampak positif terhadap efektivitas dan efisiensi kegiatan operasional di area HBSCP.

The Handling Baggage Security Check Point (HBSCP) area at Fatmawati Soekarno Airport, Bengkulu, can be considered not yet fully compliant with the regulatory standards stated in Ministerial Decree No. 39 of 2024 on the National
Aviation Security Program, specifically Chapter 9, Clause 9.6, which stipulates that checked baggage controllers must arrange and place checked baggage on the Xray conveyor belt in the correct position for inspection, ensuring sufficient spacing between baggage items and preventing them from stacking. The tata letak of this area directly affects operations at the HBSCP, particularly the baggage inspection
process. This study focuses on improving the tata letak of the Handling Baggage Security Check Point (HBSCP) area at Fatmawati Soekarno Airport, Bengkulu, which plays a crucial role in the inspection of checked baggage and the movement of personnel. A descriptive qualitative approach was applied, with data collected through observation, open interviews with AVSEC personnel, and documentation. Findings
indicate that the existing tata letak is suboptimal due to limited workspace and the presence of metal rollers that hinder the checked baggage inspection process. The redesign involved separating the conveyor paths into two directions, removing physical obstructions, and rearranging the X-ray machines to ensure smoother operations. This perubahan tata letak has been proven to improve inspection flow and facilitate staff mobility. The airport management has approved the proposed design and deemed the new tata letak feasible for implementation. Overall, the changes in tata letak have had a positive impact on the effectiveness and efficiency of operations in the HBSCP area.
