Abstract

Bandara Udara Internasional I Gusti Ngurah Rai Bali memiliki peran yang strategis dalam pelayana kebandarudaraan, sehingga fasilitas kelistrikan merupakan faktor penting dalam menunjang kegiatan operasional. Tanggal 4 Juli 2024 telah terjadi gangguan arus hubung singkat sebesar 379 A pada jaringan distribusi area Substation Selatan yang menyebabkan pemadaman listrik yang meluas akibat kegagalan dari sistem proteksi dalam melokalisir gangguan. Penelitian ini bertujuan untuk menganalisis dan menentukan pengaturan arus serta waktu kerja dari Over Current Relay sehingga sistem proteksi dapat bekerja lebih optimal sesuai standar SNI, PUIL 2020, SPLN 52-3:1983 serta IEC 60255. Metode penelitian yang digunakan adalah kuantitatif melalui perhitungan manual berdasarkan kurva inverse dan disimulasikan dengan menggunakan software ETAP 19.0.1. Hasil penelitian memberikan nilai arus setting dan waktu tunda pada setiap Over Current Relay di jalur distribusi tegangan menengah dari Main Power House 2 hingga Substation Selatan, sehingga didapatkan koordinasi proteksi yang lebih optimal. Penelitian in diharapkan dapat meningkatkan keandalan dan selektivitas sistem proteksi, meminimalkan dampak gangguan pada sistem proteksi fasilitas bandara.

I Gusti Ngurah Rai International Airport in Bali holds a strategic role in airport operations, making its electrical facilities a critical factor in supporting operational activities. On July 4, 2024, a short-circuit fault with a current of 379 A occurred in the distribution network of the Substation Selatan area, causing widespread power outages due to the failure of the protection system to localize the fault. This study aims to analyze and determine the current and operating time settings of Over Current Relays (OCR) so that the protection system can operate more optimally in accordance with SNI, PUIL 2020, SPLN 52-3:1983, and IEC 60255 standards. The research employs a quantitative method through manual calculations based on the inverse curve and simulations using ETAP 19.0.1 software. The results provide current setting values and delay times for each Over Current Relay along the medium-voltage distribution line from Main Power House 2 to Substation Selatan, resulting in more optimal protection coordination. This study is expected to enhance the reliability and selectivity of the protection system, minimizing the impact of faults on the airport’s electrical facilities.
