ANALISIS PENYEDIAAN FASILITAS EQUIPMENT STORAGE AREA GUNA MENDUKUNG SAFETY FLOW GROUND SUPPORT EQUIPMENT (GSE) DI BANDAR UDARA INTERNASIONAL SULTAN AJI MUHAMMAD SULAIMAN SEPINGGAN BALIKPAPAN

Equiment Storage Area (ESA) merupakan wadah utama di mana berbagai peralatan penanganan darat pesawat disimpan, menjalani proses pemeliharaan, dan dioperasikan guna menunjang kelancaran aktivitas penanganan pesawat di darat. Penelitian ini bertujuan untuk menganalisis kondisi fasilitas Equipment Storage Area (ESA) guna mendukung safety flow operasional Ground Support Equipment (GSE) di Bandar Udara Internasional Sultan Aji Muhammad Sulaiman Sepinggan Balikpapan. Berdasarkan observasi dan wawancara, ditemukan bahwa Storage B belum memiliki marka penyimpanan yang sesuai dengan standar peraturan yang berlaku saat ini yaitu Keputusan Direktorat Jenderal Perhubunganb Udara No. PR 21 Tahun 2023 Tentang Standar Teknis dan Operasional Peraturan Keselamatan Penerbangan Sipil Bagian 139 (Manual Of Standard Casr Part 139) Volume I Aerodrome, serta tata letak GSE belum tertata rapi, sehingga berpotensi menimbulkan gangguan operasional dan menurunkan tingkat keselamatan. Penelitian ini menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data melalui observasi, dokumentasi, dan wawancara. Hasil penelitian menunjukkan perlunya perbaikan dengan pembuatan marka sesuai regulasi tersebut, implementasi marka juga perlu diiringi dengan desain tata letak/layout GSE untuk meningkatkan efisiensi ruang, keteraturan operasional, serta alur keselamatan pergerakan GSE di sisi udara.

The Equipment Storage Area (ESA) is the primary facility where various ground handling equipment is stored, undergoes maintenance, and is operated to support the smooth execution of aircraft ground handling activities. This study aims to analyze the condition of the Equipment Storage Area (ESA) facilities in order to support a safe operational flow for Ground Support Equipment (GSE) at Sultan Aji Muhammad Sulaiman Sepinggan International Airport, Balikpapan. Based on observations and interviews, it was found that Storage B does not yet have storage markings that comply with the current applicable regulations, namely the Directorate General of Civil Aviation Decree No. PR 21 of 2023 concerning Technical and Operational Standards of Civil Aviation Safety Regulations Part 139 (Manual of Standards CASR Part 139) Volume I Aerodrome. In addition, the GSE layout is not well organized, which could potentially cause operational disruptions and reduce safety levels. This study employs a descriptive qualitative method, with data collection techniques including observation, documentation, and interviews. The research findings indicate the need for improvements through the creation of markings in accordance with regulations. The implementation of these markings should also be accompanied by a GSE layout design to enhance space efficiency, operational orderliness, and the safety flows of GSE movement in the airside area.
