Abstract

Penelitian ini membahas pengelolaan database waypoint di Unit Kartografi Pusat
Informasi Aeronautika Perum LPPNPI yang berperan penting dalam penyediaan
data navigasi penerbangan. Permasalahan utama adalah ditemukannya
inkonsistensi koordinat waypoint pada peta penerbangan yang berpotensi
menimbulkan kesalahan navigasi. Tujuan penelitian ini adalah menganalisis alur
kerja pengelolaan database waypoint dan mengidentifikasi faktor penyebab
inkonsistensi data. Metode penelitian menggunakan pendekatan deskriptif
kualitatif melalui observasi partisipatif, wawancara, serta dokumentasi dari
publikasi AIP, dengan teknik triangulasi data untuk memastikan keabsahan
temuan. Hasil penelitian menunjukkan alur kerja pengelolaan database masih
bersifat informal tanpa Standar Operasional Prosedur (SOP), tidak terdapat
mekanisme verifikasi independen, serta belum ada penanggung jawab formal
yang ditetapkan. Ketiga faktor ini menjadi penyebab utama inkonsistensi data
waypoint. Penelitian ini merekomendasikan penyusunan SOP formal, penetapan
penanggung jawab database, serta penerapan verifikasi independen untuk
meningkatkan keakuratan dan keandalan data navigasi penerbangan.

This study discusses the management of waypoint databases at the Cartography
Unit of the Perum LPPNPI Aeronautical Information Center, which plays an
important role in providing flight navigation data. The main problem is the
discovery of inconsistencies in waypoint coordinates on flight maps, which could
potentially cause navigation errors. The purpose of this study is to analyze the
workflow of waypoint database management and identify the factors causing data
inconsistencies. The research method uses a qualitative descriptive approach
through participatory observation, interviews, and documentation from AIP
publications, with data triangulation techniques to ensure the validity of the
findings. The results of the study show that the database management workflow is
still informal without Standard Operating Procedures (SOPs), there is no
independent verification mechanism, and no formal person in charge has been
appointed. These three factors are the main causes of waypoint data
inconsistencies. This study recommends the development of formal SOPs, the
appointment of a database manager, and the implementation of independent
verification to improve the accuracy and reliability of aviation navigation data.
