KAJIAN PEMELIHARAAN KENDARAAN DAN PERALATAN GROUND SUPPORT EQUIPMENT UNTUK MENDUKUNG KESELAMATAN PENERBANGAN DI SISI UDARA BANDAR UDARA SULTAN THAHA JAMBI

Adanya pemeliharaan yang dilakukan Perusahaan Ground Handling yang masih bersifat reaktif dan belum konsisten dilakukan secara preventif di Bandar Udara Sultan Thaha Jambi. Ditemukan berbagai permasalahan teknis seperti rem blong, lampu sign mati, kebocoran oli, ban gundul, hingga APAR yang sudah tidak layak pakai. Tujuan dari penelitian ini mengkaji kelayakan kendaraan dan peralatan Ground Support Equipment (GSE) yang dioperasikan di sisi udara, serta mengevaluasi peran Unit Apron Movement Control (AMC) dalam pengawasan dan pemeliharaan peralatan tersebut. Metode penelitian yang digunakan adalah metode kualitatif deskriptif dengan teknik pengumpulan data melalui observasi lapangan, wawancara dengan personel Apron Movement Control dan Ground Handling, serta dokumentasi selama pelaksanaan On The Job Training (OJT). Hasil penelitian menunjukkan bahwa sebagian besar kendaraan dan peralatan Ground Support Equipment (GSE) yang beroperasi belum sepenuhnya memenuhi standar kelayakan sesuai KP 635 Tahun 2015. Di sisi lain, pengawasan oleh Unit Apron Movement Control belum optimal, ditandai dengan masih banyaknya pelanggaran yang tidak terdeteksi. Dalam kurun waktu dua bulan, ditemukan 16 pelanggaran terhadap kendaraan dan peralatan Ground Support Equipment yang seharusnya tidak layak beroperasi. Penelitian ini menyimpulkan bahwa diperlukan penguatan pengawasan oleh Unit Apron Movement Control, penerapan sistem digital untuk pelaporan dan inspeksi, serta peningkatan kedisiplinan operator melalui pelatihan ulang dan saksi administrative. Strategi ini penting untuk memastikan keselamatan operasional penerbangan di sisi udara tetap terjaga dan sesuai dengan standar yang berlaku.

The maintenance carried out by the Ground Handling Company is still reactive and has not been consistently carried out preventively at Sultan Thaha Jambi Airport. There are various technical problems such as broken brakes, dead sign lights, oil leaks, bald tires, and fire extinguishers that are no longer suitable for use. The purpose of this research is to assess the feasibility of Ground Support Equipment (GSE) vehicles and equipment operated on the airside, and to evaluate the role of the Apron Movement Control (AMC) Unit in monitoring and maintaining the equipment. The research method used is a descriptive qualitative method with data collection techniques through field observations, interviews with Apron Movement Control and Ground Handling personnel, and documentation during the implementation of On The Job Training (OJT). The results showed that most of the Ground Support Equipment vehicles and equipment in operation have not fully met the eligibility standards according to KP 635 of 2015. On the other hand, supervision by the Apron Movement Control Unit has not been optimal, characterized by many undetected violations. In a period of two months, 16 violations were found on Ground Support Equipment vehicles and equipment that should not be eligible to operate. The study concludes that strengthening supervision by Apron Movement Control units, implementing digital systems for reporting and inspection, and improving operator discipline through retraining and administrative witnesses are needed. These strategies are important to ensure that the safety of airside flight operations is maintained and in accordance with applicable standards.
