PENGAWASAN PERGERAKAN KENDARAAN DAN PERALATAN GROUND SUPPORT EQUIPMENT GUNA MENINGKATKAN KEPATUHAN STANDAR OPERASIONAL PROSEDUR DI SISI UDARA BANDAR UDARA INTERNASIONAL SULTAN AJI MUHAMMAD SULAIMAN SEPINGGAN-BALIKPAPAN

Unit terkait di Bandar Udara Internasional Sultan Aji Muhammad Sulaiman Sepinggan menjalankan pengawasan di area sisi udara (airside) dengan tujuan utama membangun kepatuhan operator ground support equipment (GSE) terhadap Standar Operasional Prosedur (SOP) yang berlaku. Meski pengawasan telah dilakukan, masih ditemukan sejumlah pelanggaran yang terjadi di area tersebut yang belum sepenuhnya sesuai dengan SOP. Hal ini disebabkan oleh belum maksimalnya disiplin personel ground handling dalam mematuhi aturan, serta faktor lain yang turut berkontribusi. Salah satu faktor penyebabnya adalah kelalaian dari pihak ground handling sebagai pemilik atau penyedia jasa layanan, khususnya dalam hal perawatan dan pengadaan peralatan penunjang pelayanan darat (GSE) yang tidak laik namun tetap digunakan dalam operasional. Peralatan penunjang pelayanan darat pesawat udara atau GSE memegang peranan penting dalam kelancaran proses pelayanan pesawat di darat. Oleh karena itu, kondisi kelaikannya harus menjadi perhatian utama dengan melakukan perawatan, perbaikan, serta penggantian peralatan yang tidak memenuhi standar agar kembali laik digunakan. Penelitian ini menggunakan metode kombinasi dengan teknik pengumpulan data melalui observasi, wawancara, dokumentasi, dan kuesioner. Hasil penelitian menunjukkan bahwa untuk meminimalisir tingkat pelanggaran di area sisi udara, perlu dilakukan pemeriksaan secara simultan atau berkala oleh unit AMC dengan jadwal inspeksi yang bersifat acak (random). Selain itu, sosialisasi terkait prosedur pengoperasian dan kelaikan peralatan GSE serta kampanye keselamatan sisi udara (Ramp Safety Campaign) sangat diperlukan. Penindakan tegas terhadap operator maupun pihak ground handling yang melanggar juga harus dilakukan agar kedisiplinan dan kepatuhan meningkat. Diharapkan dengan langkah-langkah ini, proses pelayanan dapat berjalan lebih lancar, risiko kecelakaan diminimalkan, dan keselamatan di sisi udara terjamin.

The relevant units at Sultan Aji Muhammad Sulaiman Sepinggan International Airport conduct surveillance on the airside which aims to build compliance from GSE operators to the SOP on the airside. In its supervision, there are still several violations that occur in the airside area of Sultan Aji Muhammad Sulaiman Sepinggan International Airport that are not in accordance with the Standard Operating Procedure (SOP) that has been implemented. This happens because the ground handling personnel are not maximized in complying with the SOP and there are other contributing factors. Another contributing factor is the negligence of Ground Handling as the owner or service provider related to the maintenance and procurement of ground service support equipment / Ground Support Equipment (GSE) is not feasible but still used in service. Aircraft ground service support equipment / GSE is an important factor for the smooth process of aircraft service on the ground, so it is necessary to pay attention to its feasibility condition by maintaining, repairing and replacing equipment that is not feasible until it is feasible to use. The type of research used in this research is a combination method with data collection techniques using observation, interviews, documentation and questionnaires. The results of this study indicate that in order to minimize the level of violations committed in the airside area, it is necessary to have simultaneous or periodic checks carried out by the AMC unit with a random schedule, The need for socialization of operating procedures and the feasibility of aircraft ground service support equipment / GSE and about minimizing violations and accidents on the air side (Ramp Safety Campaign) and taking firm action against operators and Ground Handling as owners or service providers who violate in the hope that operators and Ground Handling companies as owners or service providers can comply with the rules set by the Airport so as to facilitate the service process and can minimize accidents and safety on the air side.
