Abstract
Keselamatan penerbangan merupakan prinsip mutlak yang harus dijaga, termasuk dalam lingkungan pendidikan di mana calon profesional penerbangan ditempa. Penelitian ini bertujuan menganalisis kegiatan marshalling oleh taruna penerbang di Politeknik Penerbangan Indonesia Curug (PPIC) berdasarkan perspektif kepatuhan regulasi dan penerapan Safety Risk Management (SRM). Penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik observasi, wawancara, studi pustaka, dan dokumentasi, serta analisis risiko berbasis metode Hazard Identification, Risk Assessment, and Mitigation (HIRAM) sesuai ICAO Doc 9859 dan Safety Management Manual PPIC. Hasil penelitian menunjukkan adanya ketidaksesuaian signifikan terhadap regulasi nasional maupun internasional, antara lain ketiadaan penugasan formal, pelatihan, dan sertifikasi kompetensi marshaller, tidak tersedianya Alat Pelindung Diri lengkap, serta tidak diterapkannya Safety Risk Management (SRM) secara khusus
pada kegiatan marshalling oleh taruna penerbang PPIC. Teridentifikasi tujuh hazard utama, termasuk penggunaan sinyal tangan yang tidak sesuai standar, ketiadaan wheel chock, area parkir yang tidak steril dari FOD, dan taxi line pudar. Terdapat satu risiko pada kategori intolerable dan enam pada kategori tolerable sebelum mitigasi.
Kesimpulan penelitian menegaskan bahwa praktik marshalling taruna di PPIC belum memenuhi standar regulasi dan SRM, sehingga menciptakan risiko operasional yang tidak terkelola. Rekomendasi mencakup formalisasi peran taruna
dalam kegiatan marshalling, kewajiban pelatihan dan sertifikat kompetensi, pengadaan serta penegakan penggunaan APD, penyusunan SOP komprehensif, pemeliharaan fasilitas ground handling, penerapan SRM, dan pembentukan mekanisme pengawasan berkelanjutan. Implementasi rekomendasi diharapkan meningkatkan keselamatan operasional dan kepatuhan regulasi di PPIC.

Aviation safety is an absolute principle that must be upheld, including in educational environments where future aviation professionals are trained. This study aims to analyze marshalling activities by aviation cadets at the Indonesian Aviation Polytechnic Curug (PPIC) from the perspective of regulatory compliance and the application of Safety Risk Management (SRM). The study employs a
descriptive qualitative approach using observation, interviews, literature review, and documentation techniques, as well as risk analysis based on the Hazard Identification, Risk Assessment, and Mitigation (HIRAM) method in accordance
with ICAO Doc 9859 and the PPIC Safety Management Manual.
The results of the study indicate significant non-compliance with national and international regulations, including the absence of formal assignments, training, and certification of marshaller competencies, the unavailability of complete
Personal Protective Equipment, and the non-implementation of Safety Risk Management (SRM) specifically in marshalling activities by PPIC flight cadets. Seven major hazards were identified, including the use of non-standard hand signals, the absence of wheel chocks, parking areas not free of Foreign Object Debris (FOD), and faded taxi lines. There was one risk in the intolerable category and six in the tolerable category before mitigation. The study concluded that the marshalling practices of PPIC cadets do not meet
regulatory and SRM standards, thereby creating unmanaged operational risks. Recommendations include formalizing cadets' roles in marshalling activities, requiring training and competency certification, procuring and enforcing the use of PPE, developing comprehensive SOPs, maintaining ground handling facilities, implementing SRM, and establishing a continuous monitoring mechanism. Implementing these recommendations is expected to improve operational safety and regulatory compliance at PPIC.
