Abstract

Penanganan limbah non-Bahan Berbahaya dan Beracun (non-B3) hasil pengoperasian pesawat udara merupakan aspek penting dalam menjamin kebersihan, kelancaran operasional, serta keselamatan penerbangan di area sisi udara bandar udara. Aktivitas penerbangan yang tinggi di Bandar Internasional I Gusti Ngurah Rai menghasilkan volume limbah yang signifikan, sehingga memerlukan sistem penanganan yang terstruktur dan sesuai regulasi.
Penelitian ini bertujuan: (i) Untuk mengetahui pelaksanaan sistem penanganan limbah non-B3 hasil pengoperasian pesawat udara di area sisi udara Bandar Udara Internasional I Gusti Ngurah Rai, ditinjau dari aspek prosedural dan operasional; (ii) Untuk merumuskan strategi pengembangan penanganan limbah non-B3 hasil pengoperasian pesawat udara yang diharapkan mampu untuk meminimalkan dampak negatif terhadap keselamatan penerbangan di area sisi udara Bandar Udara Internasional I Gusti Ngurah Rai.
Metode yang digunakan dalam penelitian ini adalah pendekatan kualitatif deskriptif, dengan teknik pengumpulan data berupa observasi langsung, dokumentasi, dan wawancara terhadap petugas yang terlibat langsung dalam proses penanganan limbah, seperti ground handling, operator aviobridge, pengangkut limbah, dan supervisor AMC.
Hasil penlitian menunjukkan bahwa sistem penanganan limbah non-B3 hasil pengoperasian pesawat udara telah dilaksanakan melalui proses pengumpulan, penempatan sementara, dan pengangkutan. Namun, implementasinya masih belum optimal karena belum tersedianya Tempat Penampungan Sementara (TPS), belum diterapkannya SOP tertulis, dan koordinasi antarunit yang belum berjalan secara efektif. Kondisi ini menimbulkan potensi risiko keselamatan seperti Foreign Object Debris (FOD) di area operasional aktif.
Penelitian ini merekomendasikan strategi pengembangan yang mencakup pembangunan TPS yang memenuhi standar teknis, penyusunan dan penerapan SOP penanganan limbah, penguatan sistem koordinasi berbasis teknologi informasi, serta pelatihan dan edukasi kepada personel operasional. Penerapan strategi tersebut diharapkan dapat mendukung peningkatan keselamatan penerbangan serta efisiensi penanganan limbah di lingkungan sisi udara bandar udara.

The management of non-hazardous and non-toxic (non-B3) waste resulting from aircraft operations is an important aspect in ensuring cleanliness, operational smoothness, and flight safety in the airside area of an airport. The high volume of flight activity at I Gusti Ngurah Rai International Airport generates a significant amount of waste, necessitating a structured and regulatory-compliant management system.
This study aims to: (i) Examine the implementation of the non-B3 waste management system resulting from aircraft operations in the airside area of I Gusti Ngurah Rai International Airport, from procedural and operational perspectives;
(ii) To formulate a strategy for developing the management of non-hazardous waste from aircraft operations that is expected to minimize the negative impact on aviation safety in the airside area of I Gusti Ngurah Rai International Airport.
The method used in this study is a descriptive qualitative approach, with data collection techniques including direct observation, documentation, and interviews with personnel directly involved in the waste management process, such as ground handling staff, aviobridge operators, waste transporters, and AMC supervisors.
The research results indicate that the non-B3 waste management system has been implemented through the processes of collection, temporary storage, and transportation. However, its implementation is still suboptimal due to the lack of a Temporary Storage Facility ,the absence of written Standard Operating Procedures (SOP), and ineffective coordination between units. This situation poses potential safety risks such as Foreign Object Debris (FOD) in active operational areas.
This study recommends development strategies including the construction of TPS that meet technical standards, the development and implementation of waste management SOPs, strengthening the coordination system based on information technology, and training and education for operational personnel. The implementation of these strategies is expected to support improved aviation safety and waste management efficiency in the airport's airside environment.
