KAJIAN PENGOPERASIAN GROUND SUPPORT EQUIPMENT (GSE) GUNA MENINGKATKAN KELANCARAN PERGERAKAN DAN KESELAMATAN DI BANDAR UDARA INTERNASIONAL I GUSTI NGURAH RAI BALI

Penelitian ini mengkaji pengoperasian Ground Support Equipment (GSE) guna meningkatkan kelancaran pergerakan dan keselamatan di Bandar Udara Internasional I Gusti Ngurah Rai. Penelitian ini bertujuan untuk memastikan pengoperasian GSE oleh personel Ground Handling telah sesuai dengan aturan dan menganalisis efektivitas peran unit Apron Movement Control (AMC) dalam pengawasan pergerakan peralatan atau kendaraan GSE di area sisi udara. Metode penelitian yang digunakan adalah metode kualitatif deskriptif dengan teknik pengumpulan data observasi, wawancara, dan dokumentasi. Analisis data mengacu pada regulasi yang berlaku, yaitu Peraturan Direktur Jenderal Perhubungan Udara Nomor : KP 635 Tahun 2015. Data yang diperoleh dianalisis untuk menggambarkan secara sistematis peran dan efektivitas Apron Movement Control (AMC) dalam pengawasan operasional. Hasil penelitian menunjukkan bahwa pengawasan GSE masih belum optimal, terbukti dengan adanya pelanggaran penempatan dan pengoperasian peralatan atau kendaraan yang tidak sesuai dengan Standard Operating Procedure (SOP). Kesimpulan dari penelitian ini adalah pengoperasian GSE yang sesuai dengan prosedur dapat meningkatkan kelancaran pergerakan dan keselamatan di area sisi udara.

This research examines the operation of Ground Support Equipment (GSE) to improve smooth movement and safety at I Gusti Ngurah Rai International Airport. This research aims to ensure the operation of GSE by Ground Handling personnel is in accordance with the rules and analyze the effectiveness of the role of the Apron Movement Control (AMC) unit in monitoring the movement of GSE equipment or vehicles on the airside area. The study method used is a qualitative descriptive method with data collection techniques of observation, interview, and documentation. Data analysis refers to the applicable regulations, namely the Regulation of the Director General of Civil Aviation Number : KP 635 of 2015. The data obtained is analyzed to systematically describe the role and effectiveness of Apron Movement Control (AMC) in operational supervision. The results of the study showed that GSE supervision is still not optimal, as evidenced by violations in the placement and operation of equipment or vehicles that are not in accordance with the Standard Operating Procedure (SOP). The conclusion of this study is that the operation of GSE in accordance with procedures can improve the smoothness of movement and safety in the airside area.
