Abstract

Bandara BLU UPBU Kelas I Utama Juwata Tarakan memiliki peranan penting sebagai gerbang udara utama di wilayah perbatasan Kalimantan Utara. Ketergantungan terhadap pendapatan aeronautika yang bersifat fluktuatif membuat kondisi keuangan bandara rentan terhadap gangguan eksternal seperti penurunan jumlah penumpang dan pembatasan penerbangan. Oleh karena itu, diperlukan strategi diversifikasi pendapatan untuk meningkatkan kemandirian finansial dan daya saing bandara.
Penelitian ini bertujuan untuk menganalisis strategi diversifikasi pendapatan non-aeronautika dan mengidentifikasi tantangan serta peluang dalam pengembangan bisnis non-aeronautika di Bandara Juwata Tarakan. Penelitian menggunakan pendekatan kualitatif studi kasus, dengan teknik pengumpulan data berupa observasi, wawancara mendalam, dan analisis dokumen. Hasil penelitian menunjukkan bahwa optimalisasi lahan kosong, kolaborasi dengan UMKM, pengembangan layanan digital, serta penyelenggaraan event lokal menjadi bagian penting dalam strategi yang diterapkan. Namun, masih terdapat kendala berupa keterbatasan SDM, infrastruktur digital yang belum optimal, serta rendahnya kontribusi sektor non-aeronautika terhadap pendapatan keseluruhan. Disarankan agar dibentuk Tim Marketing Non-Aeronautika untuk meningkatkan promosi, kerja sama bisnis, dan optimalisasi pendapatan secara berkelanjutan, sejalan dengan tren pengelolaan bandara modern yang mengintegrasikan aspek transportasi dan komersial.

BLU UPBU Kelas I Utama Juwata Tarakan Airport plays a vital role as the main air gateway in the border area of North Kalimantan. The airport's high dependence on aeronautical revenues, which tend to fluctuate, makes its financial condition vulnerable to external disruptions such as a decline in passenger numbers and flight restrictions. Therefore, revenue diversification strategies are essential to enhance the airport's financial independence and competitiveness.
This research aims to analyze non-aeronautical revenue diversification strategies and identify challenges and opportunities for developing non-aeronautical businesses at Juwata Tarakan Airport. The study uses a qualitative case study approach, with data collected through observation, in-depth interviews, and document analysis. The findings reveal that optimizing vacant land, collaborating with local MSMEs, developing digital services, and organizing local events are crucial parts of the implemented strategy. However, challenges remain, such as limited human resources, underdeveloped digital infrastructure, and the relatively low contribution of the non-aeronautical sector to total revenue. It is recommended to establish a Non-Aeronautical Marketing Team to enhance promotion, business collaboration, and sustainable revenue growth, aligned with modern airport management trends that integrate transport and commercial
