Abstract
Balai Besar Kalibrasi Fasilitas Penerbangan (BBKFP) merupakan salah satu organisasi perawatan pesawat (AMO) dengan Certificate of Approval No. 145D- 955. Memiliki tanggung jawab untuk menerapkan budaya keselamatan kerja melalui sistem pelaporan hazard yang efektif. Namun, sistem pelaporan hazard yang digunakan selama ini masih bersifat manual, seperti melalui kotak pelaporan dan pesan whatsapp, yang dinilai kurang efektif dalam mendukung kecepatan, keterlacakan, dan dokumentasi pelaporan. Penelitian ini memiliki tiga tujuan utama. Pertama, merancang sistem pelaporan hazard berbasis website yang sesuai dengan kebutuhan pengguna di lingkungan BBKFP. Kedua, menguji fungsionalitas sistem yang dikembangkan melalui metode black-box testing dan validasi langsung oleh pengguna. Ketiga, mengidentifikasi faktor-faktor penyebab ketidakefektifan sistem pelaporan manual melalui analisis data kuesioner yang disusun menggunakan skala Likert empat tingkat. Metode penelitian yang digunakan adalah pengembangan Rapid Application Development (RAD). Teknik pengumpulan data meliputi observasi lapangan, wawancara, penyebaran kuesioner, dan studi literatur. Validasi system dilakukan oleh ahli media/IT dan Safety Manager AMO 145 BBKFP. Hasil penelitian menunjukkan bahwa sistem pelaporan hazard manual memiliki berbagai kelemahan, seperti keterbatasan akses, lambatnya proses pelaporan, tidak adanya pemantauan status laporan, serta minimnya dokumentasi yang terdigitalisasi. Sistem berbasis website yang dikembangkan dalam penelitian ini terbukti mampu mengatasi permasalahan tersebut. Berdasarkan hasil uji fungsionalitas dan validasi pengguna, sistem dinyatakan layak dan efektif. Selain itu, hasil analisis before-and-after menunjukkan adanya peningkatan signifikan dalam efektivitas pelaporan hazard setelah implementasi sistem baru. Dengan demikian, sistem pelaporan hazard berbasis website ini dapat menjadi solusi digital yang mendukung peningkatan budaya pelaporan proaktif, memperkuat pemantauan risiko secara real time, meningkatkan kinerja keselamatan kerja, dan kepatuhan terhadap CASR 145.223.

Balai Besar Kalibrasi Fasilitas Penerbangan (BBKFP) is one of the Approved Maintenance Organizations (AMO) certified under Certificate of Approval No. 145D-955. It holds the responsibility of fostering a safety culture through an effective hazard reporting system. However, the current hazard reporting mechanism remains manual, relying on physical report boxes and WhatsApp messages, which are considered ineffective in supporting timely submission, traceability, and structured documentation. This study has three main objectives. First, to design a web-based hazard reporting system tailored to the needs of users within BBKFP. Second, to evaluate the system’s functionality using black-box testing and direct user validation. Third, to identify factors contributing to the ineffectiveness of the manual reporting system through the analysis of questionnaire data using a four-point Likert scale. The research method employed is Rapid Application Development (RAD), involving data collection techniques such as field observation, interviews, questionnaires, and literature review. System validation was conducted by media/IT experts and the Safety Manager of AMO 145 BBKFP. The results indicate that the manual hazard reporting system exhibits several weaknesses, including limited accessibility, slow reporting process, lack of report status monitoring, and minimal digitized documentation. The web-based system developed in this study has proven effective in addressing these issues. Based on functional testing and user validation, the system was deemed feasible and efficient. Moreover, before-and-after analysis revealed a significant improvement in hazard reporting effectiveness following the system’s implementation.Therefore, the web-based hazard reporting system serves as a digital solution to enhance proactive reporting culture, strengthen real-time risk monitoring, improve occupational safety performance, and ensure compliance with CASR 145.223.
