Abstract

Penelitian ini bertujuan untuk mengkaji efisiensi waktu proses kerja pada publikasi AIP di Pusat Informasi Aeronautika (PIA) Perum Lembaga Penyelenggara Pelayanan Navigasi Penerbangan Indonesia. Berdasarkan observasi selama masa On the Job Training dan dokumentasi internal, ditemukan bahwa penggunaan time frame 28 hari kalender dalam Standar Operasional Prosedur publikasi tidak mencerminkan kondisi kerja aktual karena tidak mempertimbangkan hari kerja efektif dan keterbatasan sumber daya manusia.
Rata-rata amandemen mencakup lebih dari 100 chart, dengan puncak mencapai 229 chart, sementara proses validasi dilakukan secara manual oleh enam personel aktif. Selain itu, pengajuan data sering melebihi batas waktu, sehingga mempersingkat waktu pengerjaan. Penelitian ini merekomendasikan kerangka waktu alternatif berdasarkan kategori perubahan normal, dengan durasi ideal 42 hari kerja (54 hari kalender). Rekomendasi ini disusun berdasarkan analisis tahapan kerja aktual, hasil wawancara, dan dokumentasi siklus amandemen. Diharapkan, strategi optimalisasi ini mampu meningkatkan efisiensi waktu kerja dan menjaga kualitas publikasi informasi aeronautika secara berkelanjutan.

This study aims to assess the time efficiency of the work process in the publication of AIP at the Aeronautical Information Center (PIA) of Indonesian Air Navigation Service Provider Agency. Based on observations during On the Job Training and internal documentation, it was found that the use of a 28 calendar day time frame in the Standard Operational Procedure publication process does not reflect actual working conditions as it does not consider effective working days and limited human resources.
The average amendment includes more than 100 charts, with peaks reaching 229 charts, while the validation process is still done manually by six active personnel. In addition, data submission often exceeds the deadline, thus shortening the processing time. This research recommends an alternative timeframe based on the category of normal changes, with an ideal duration of 42 working days (54 calendar days). This recommendation is based on analysis of actual work stages, interview results, and documentation of the amendment cycle. Hopefully, this optimization strategy can improve the efficiency of work time and maintain the quality of aeronautical information publication in a sustainable manner.
