TINJAUAN EFEKTIVITAS SISTEM PENGELOLAAN NOTAM DI PUSAT INFORMASI AERONAUTIKA

Pengelolaan NOTAM (Notice to Airmen) merupakan bagian penting dalam
mendukung keselamatan dan kelancaran penerbangan. Namun, di PIA Pusat,
sistem pengajuan NOTAM melalui Web-Based Flight Plan (WBF) masih
menghadapi beberapa kendala. Salah satu kendala utama adalah sistem yang akan
otomatis logout jika drafting terlalu lama, serta tidak adanya fitur riwayat
pengiriman, menyulitkan personel dalam memastikan status pengajuan NOTAM.
Hal ini berpotensi menyebabkan keterlambatan penyampaian informasi penting,
yang bisa berdampak pada kelancaran operasional, bahkan keselamatan
penerbangan. Penelitian ini bertujuan untuk meninjau efektivitas sistem
pengelolaan NOTAM di PIA, serta menganalisis faktor-faktor yang
mempengaruhi proses tersebut. Pendekatan yang digunakan adalah metode
kualitatif dengan teknik Root Cause Analysis (RCA) untuk mengidentifikasi akar
permasalahan. Alat bantu Fishbone Diagram digunakan untuk memetakan
berbagai kemungkinan penyebab. Hasil analisis diharapkan dapat memberikan
gambaran yang jelas mengenai permasalahan yang terjadi, serta menjadi dasar
dalam merumuskan solusi yang dapat meningkatkan efektivitas dalam pembuatan
dan pengiriman NOTAM.

The management of NOTAM (Notice to Airmen) plays a crucial role in supporting
the safety and effectivity of flight operations. However, at the Aeronautical
Information Center (PIA), the NOTAM submission system through the Web-Based
Flight Plan (WBF) still encounters several challenges. One major issue is the
system’s automatic logout when the drafting process takes too long, as well as the
absence of a submission history feature, which makes it difficult for personnel to
verify whether a NOTAM has been successfully submitted. These problems can
lead to delays in delivering important information, potentially impacting
operational flow and even flight safety.This study aims to review the effectivity of
the NOTAM management system at PIA and analyze the factors that affect the
process. A qualitative approach is used, with the Root Cause Analysis (RCA)
technique applied to identify the root of the problems. Supporting tools such as the
Fishbone Diagram are used to map possible causes. The results of the analysis
are expected to provide a clear picture of the challenges present, and to serve as
a foundation for proposing solutions that can improve the effectivity of NOTAM
preparation and submission processes.
