Abstract

Proses drafting Notice to Airmen (NOTAM) di NOTAM Office yang masih dilakukan secara manual menggunakan fitur Free Text memiliki risiko kesalahan manusia (human error) dan inefisiensi yang dapat berdampak pada keselamatan penerbangan . Penelitian ini bertujuan untuk merancang sebuah sistem automasi NOTAM berbasis web yang akurat dan efektif untuk mengatasi permasalahan tersebut. Metode penelitian yang digunakan adalah Penelitian dan Pengembangan (R&D) yang diadaptasi dari model Sugiyono, yang dilaksanakan melalui lima tahapan: (1) analisis potensi dan masalah, (2) pengumpulan data melalui wawancara dan studi dokumen, (3) desain produk mencakup arsitektur, antarmuka, dan basis data, (4) validasi desain oleh para ahli, dan (5) revisi desain berdasarkan masukan ahli . Hasil dari penelitian ini adalah sebuah rancangan sistem yang tervalidasi dengan fitur-fitur utama seperti drafting terstruktur, saran Q-Line semi-otomatis, dashboard pemantauan terpusat, dan alur kerja yang disederhanakan . Kesimpulannya, perancangan sistem ini terbukti menjadi solusi yang layak untuk meningkatkan akurasi dan efektivitas proses drafting NOTAM.

The manual Notice to Airmen (NOTAM) drafting process at the NOTAM Office using the Free Text feature poses a risk of human error and inefficiency that can impact flight safety. This study aims to design an accurate and effective web-based NOTAM automation system to address these issues. The research method used is Research and Development (R&D) adapted from the Sugiyono model, which is implemented through five stages: (1) analysis of potentials and problems, (2) data collection through interviews and document studies, (3) product design including architecture, interface, and database, (4) design validation by experts, and (5) design revision based on expert input. The result of this study is a validated system design with key features such as a structured drafting form, semi-automatic Q-Line suggestions, a centralized monitoring dashboard, and a simplified workflow. In conclusion, this system design proves to be a viable solution to improve the accuracy and effectiveness of the NOTAM drafting process.
