TINJAUAN EFEKTIVITAS QUALITY CONTROL DALAM PEMBUATAN
REQUEST NOTAM DI PELAYANAN INFORMASI AERONAUTIKA (PIA)
WILAYAH JAKARTA
Pelayanan Informasi Aeronautika (PIA) Wilayah Jakarta memiliki peran
penting dalam penerbitan NOTAM (Notice to Airmen) sebagai bagian dari
penyampaian informasi aeronautika yang mendukung keselamatan penerbangan.
Penelitian ini bertujuan untuk meninjau efektivitas pelaksanaan Quality Control
(QC) dalam proses pembuatan request NOTAM di PIA Wilayah Jakarta. Metode
yang digunakan adalah pendekatan kualitatif deskriptif dengan teknik triangulasi
melalui observasi, wawancara tidak terstruktur, dan dokumentasi.
Hasil penelitian menunjukkan bahwa proses QC belum berjalan optimal.
QC masih dilakukan bergilir oleh personel yang memiliki tanggung jawab ganda,
tanpa adanya pembagian peran atau personel khusus. Selain itu, belum tersedia
standar checklist atau parameter verifikasi QC, serta mekanisme koreksi tidak
terdokumentasi secara sistematis. Hal ini menyebabkan kurangnya akurasi dan
validitas data, serta sulitnya proses audit ketika terjadi kesalahan pasca-publikasi.
Penelitian ini menyimpulkan bahwa efektivitas QC di PIA Wilayah Jakarta
belum sesuai dengan standar ICAO Annex 15 Aeronautical Information Service,
Doc 8126 Aeronautical Information Service Manual, dan ISO 9001:2015 Sistem
Manajemen Mutu - Persyaratan. Oleh karena itu, diperlukan strategi perbaikan
seperti penyusunan standar checklist QC, penetapan personel verifikator khusus,
pelatihan teknis, penguatan dokumentasi koreksi, dan audit internal yang
berkelanjutan.

ABSTRACT
REVIEW OF QUALITY CONTROL EFFECTIVENESS IN MAKING NOTAM
REQUEST IN AERONAUTICAL INFORMATION SERVICES (AIS)
IN JAKARTA REGION
The Aeronautical Information Service (AIS) Jakarta Region plays a vital
role as a primary provider of aeronautical information to support aviation safety.
As a key unit, the Jakarta Region AIS is responsible for the issuance of Notices to
Airmen (NOTAM), which are essential communications that inform pilots and
aviation stakeholders about important changes or hazards affecting flight
operations. The purpose of this study is to evaluate how well Quality Control (QC)
is implemented at the Jakarta Region AIS during the NOTAM request writing
process. Triangulation methods, such as descriptive observation, unstructured
interviews, and documentation review, were employed in a qualitative manner.
The results of the study show that the Quality Control (QC) procedure has
not been running optimally. Without a defined role division or specialized staff, QC
is nevertheless performed in rotation by employees with several duties.
Furthermore, the correction mechanisms are not systematically documented, and
neither a defined checklist nor QC verification parameters are accessible. When
post-publication problems arise, these flaws make it harder to conduct audits and
result in a lack of data validity and correctness.
According to the study's findings, the AIS Jakarta Region's QC efficacy
currently falls short of ISO 9001:2015 Quality Management Systems -

Aeronautical Information Service Manual. The creation of a standardized QC
checklist, the deployment of specialized verification staff, technical training,
improved documenting of corrections, and ongoing internal audits are therefore
necessary improvement initiatives.
