Abstract
Transformasi digital dalam pengelolaan data informasi aeronautika menjadi
kebutuhan penting untuk mendukung keselamatan dan efisiensi dalam sistem
navigasi udara. Sejalan dengan roadmap Aviation System Block Upgrade (ASBU),
modul D-AIM B1/1 menekankan perlunya peralihan penuh ke automated datacentric environment sehingga pengelolaan, pemrosesan, penggunaan, dan
pertukaran data dapat dilakukan secara terstruktur dan otomatis, serta intervensi
manusia berkurang. Penelitian ini bertujuan untuk mengkaji implementasi proses
data-centric di Pusat Informasi Aeronautika sebagai pemenuhan elemen pada
ASBU D-AIM B1/1 tersebut. Penelitian ini menggunakan metode kualitatif melalui
observasi langsung, wawancara mendalam, dan analisis dokumen. Fokus utama
terletak pada perubahan paradigma pengelolaan data aeronautika dari productcentric ke data-centric. Hasil penelitian menunjukkan bahwa pengelolaan data di
Pusat Informasi Aeronautika masih pada tingkat otomatisasi Level 0 (Manual)
dengan pendekatan berbasis product-centric serta implementasi proses data-centric
untuk peningkatan otomatisasi ke Level 2 (Data-centric). Penelitian ini
memberikan kontribusi dalam merumuskan langkah strategis untuk transformasi
menuju sistem AIM yang lebih modern dan adaptif terhadap kebutuhan global.
Kesimpulannya, implementasi proses data-centric merupakan langkah krusial
dalam memenuhi kerangka kerja ASBU D-AIM B1/1 guna meningkatkan kualitas
produk dan layanan informasi aeroanutika.

Digital transformation in aeronautical information data management is a
crucial need to support safety and efficiency in air navigation systems. In line with
the Aviation System Block Upgrade (ASBU) roadmap, the D-AIM B1/1 module
emphasizes the need for a full move into an automated data-centric environment so
that management, processing, usage, and exchange can be done in a structured,
automatic manner, and human intervention is reduced. This study AIM to examine
the implementation of data-centric processes at the Aeronautical Information
Center as a provider of elements in the ASBU D-AIM B1/1. This study uses
qualitative methods through direct observation, in-depth interviews, and internal
document analysis. The main focus lies in the paradigm shift of aeronautical data
management from product-centric to data-centric. The results of the study indicate
that data management at the Aeronautical Information Center is still at Level 0
(Manual) automation with a product-centric approach and the implementation of
data-centric processes as a form of increasing automation to Level 2 (Data-centric).
This study contributes to developing strategic steps for transformation towards a
more modern and adaptive AIM system to global needs. In conclusion, the
implementation of data-centric processes is a crucial step in fulfilling the ASBU DAIM B1/1 framework to improve the quality of aeronautical information products
and services.
