Abstract

Komunikasi antara Air Traffic Controller (ATC) dan pilot merupakan elemen krusial dalam navigasi penerbangan untuk menjamin keselamatan dan efisiensi operasional. Sistem komunikasi VHF (Very High Frequency) memiliki peran penting dalam memastikan keberlanjutan komunikasi udara, salah satunya melalui mekanisme redundansi yang dikendalikan oleh Modul IMC (Interface and Management Card). Modul ini berfungsi sebagai pengelola sistem change over antara pemancar utama dan cadangan guna memastikan kontinuitas komunikasi. Namun, pada tanggal 28 Mei 2024, saat On the Job Training (OJT) di Bandara Internasional Minangkabau, ditemukan adanya gangguan pada Modul IMC yang menyebabkan kegagalan dalam mekanisme change over, mengakibatkan komunikasi hanya berjalan dalam mode single TX atau RX. Gangguan ini berpotensi berdampak terhadap standar Required Communication Performance (RCP), khususnya pada aspek continuity dan availability dalam komunikasi ATC.
Penelitian ini bertujuan untuk menganalisis kinerja Modul IMC pada Radio VHF OTE DT100 terhadap standar RCP, serta menilai dampak kegagalannya terhadap komunikasi ATC. Metode penelitian yang digunakan adalah mixed method, dengan pendekatan kualitatif dan kuantitatif. Data diperoleh melalui observasi lapangan saat OJT, analisis data historis, wawancara jarak jauh dengan teknisi, serta kajian literatur terkait standar RCP. Selain itu, penelitian ini menggunakan Thematic Analysis untuk menganalisis hasil wawancara guna mengidentifikasi pola penyebab gangguan dan dampaknya terhadap komunikasi ATC. Dari sisi kuantitatif, penelitian ini menganalisis log gangguan, response time change-over, serta uptime/downtime sistem guna mengukur continuity dan availability dalam standar RCP. Selain itu, penelitian juga memanfaatkan laporan kerusakan peralatan untuk menganalisis berapa lama peralatan mengalami downtime, yang menjadi faktor penting dalam menilai tingkat availability sistem.
Hasil penelitian ini diharapkan dapat memberikan pemahaman lebih mendalam mengenai pengaruh kegagalan Modul IMC terhadap komunikasi ATC, serta merumuskan rekomendasi teknis untuk meningkatkan keandalan sistem komunikasi penerbangan. Penelitian ini juga bertujuan untuk memberikan masukan bagi pemeliharaan dan mitigasi risiko gangguan dalam sistem komunikasi VHF di lingkungan navigasi penerbangan.

Communication between Air Traffic Controllers (ATC) and pilots is a crucial element in aviation navigation to ensure operational safety and efficiency. The Very High Frequency (VHF) communication system plays an essential role in maintaining continuous air-to-ground communication, one of which is through a redundancy mechanism managed by the Interface and Management Card (IMC) module. This module functions as a change-over system between the main and standby transmitters to ensure communication continuity. However, on May 28, 2024, during the On-the-Job Training (OJT) at Minangkabau International Airport, a failure in the IMC module was identified, causing a malfunction in the change-over mechanism. This resulted in the radio operating only in single TX or RX mode, which could potentially impact the Required Communication Performance (RCP) standard, particularly in the aspects of continuity and availability in ATC communication.
This study aims to analyze the performance of the IMC module in the VHF OTE DT100 radio concerning RCP standards and assess the impact of its failure on ATC communication. The research method used is a mixed-method approach, combining both qualitative and quantitative methods. Data was obtained through field observations during OJT, historical data analysis, remote interviews with technicians, and a literature review related to RCP standards. Additionally, this study utilizes Thematic Analys to analyze interview results, aiming to identify patterns of disturbances and their impact on ATC communication.
From a quantitative perspective, the research examines fault logs, response time change-over, and system uptime/downtime to measure continuity and availability based on RCP standards. Moreover, equipment failure reports are analyzed to determine how long the equipment experienced downtime, which is a crucial factor in assessing system availability.
The findings of this study are expected to provide a deeper understanding of the impact of IMC Module failures on ATC communication and formulate technical recommendations to enhance the reliability of aviation communication systems. This research also aims to contribute insights for maintenance strategies and risk mitigation in VHF communication systems within the aviation navigation environment.
