RANCANGAN DOKUMEN SOP TERKAIT PERSONEL AMBULANS SESUAI KOMPETENSI GUNA OPTIMALISASI FUNGSI YANG MENUNJANG OPERASI ARFF DI BANDAR UDARA KUALANAMU DELI SERDANG

Keselamatan penerbangan merupakan prioritas utama dalam operasional
bandara, di mana unit Airport Rescue and Fire Fighting (ARFF) memegang peran
vital, termasuk dalam penanganan darurat oleh personel ambulans. Namun, di Bandara
Internasional Kualanamu, belum ada Standar Operasional Prosedur (SOP) yang
mengatur tugas personel ambulans secara spesifik dalam mendukung operasi ARFF,
khususnya saat terjadi aircraft crash. Hal ini berpotensi menimbulkan tumpang tindih
tugas, lambatnya respon, dan ketidakefisienan dalam penanganan korban. Penelitian
ini bertujuan untuk merancang dokumen SOP terkait tugas personel ambulans sesuai
kompetensi sebagai upaya optimalisasi fungsi yang menunjang operasi ARFF. Metode
penelitian yang digunakan adalah Research and Development (R&D) level 1, dengan
teknik pengumpulan data melalui studi dokumentasi, wawancara, dan observasi
lapangan selama On the Job Training (OJT) di unit ARFF Bandara Kualanamu. Hasil
penelitian menunjukkan bahwa SOP yang dirancang mencakup prosedur lengkap mulai
dari respon awal, triase menggunakan sistem START (Simple Triage and Rapid
Treatment), intervensi medis dasar, hingga evakuasi korban dengan metode METTAG
(Medical Emergency Triage Area).
Validasi oleh personel ARFF mengonfirmasi bahwa SOP ini mampu
meningkatkan koordinasi, kejelasan tugas, dan efisiensi operasional. Dengan demikian,
rancangan SOP ini diharapkan dapat menjadi pedoman standar bagi personel ambulans
dalam menangani situasi darurat, sekaligus memenuhi regulasi keselamatan
penerbangan yang berlaku.

Aviation safety is a top priority in airport operations, where the Airport
Rescue and Fire Fighting (ARFF) unit plays a vital role, including in emergency
handling by ambulansce personnel. However, at Kualanamu International Airport,
there is currently no Standard Operating Procedure (SOP) that specifically regulates
the duties of ambulansce personnel in supporting ARFF operations, particularly
during an aircraft crash. This can lead to overlapping responibilities, slow respones,
and inefficiencies in handling victims. This research aims to design an SOP document
related to the duties of ambulansce personnel according to their competencies as an
effort to optimize the functions supporting ARFF operations. The research method used
is Research and Development (R&D) level 1, with data collection techniques through
documentation study, interviews, and field observations during On the Job Training
(OJT) at the ARFF unit of Kualanamu Airport. The research results show that the
designed SOP includes complete procedures starting from initial respone, triage using
the START (Simple Triage and Rapid Treatment system, basic medical intervention, to
victim evacuation using the METTAG (Medical Emergency Triage Area) method.
Validation by ARFF personnel confirmed that this SOP is capable of improving
coordination, clarity of tasks, and operational efficiency. Thus, the design of this SOP
is expected to serve as a standard guideline for ambulansce personnel in handling
emergency situations, while also complying with applicable aviation safety
regulations.
