Abstract

Emergency Operation Center (EOC) memiliki peran krusial dalam penanganan keadaan darurat di lingkungan bandar udara. Sebagai pusat kendali dan koordinasi seluruh aktivitas tanggap darurat, EOC harus mampu bekerja secara efektif, cepat, dan terintegrasi dengan seluruh stakeholder penerbangan. Studi ini mempunyai tujuan untuk menganalisis kesesuaian fasilitas EOC di Bandar Udara Internasional Sultan Mahmud Badaruddin II Palembang terhadap ketentuan
Peraturan Direktur Jenderal Perhubungan Udara Nomor : KP 479 Tahun 2015 Tentang Petunjuk dan Tata Cara Peraturan Keselamatan Penerbangan Sipil Bagian 139-10 (Advisory Circular CASR Part 139-10), Rencana Penanggulangan Keadaan
Darurat Bandar Udara, serta merumuskan strategi optimalisasi yang tepat. Metode yang dipergunakan ialah pendekatan kualitatif melalui observasi, wawancara, serta studi dokumen, dengan analisis menggunakan teknik gap analisis. Hasil penelitian menunjukkan adanya ketidaksesuaian, seperti ruang komando yang berada di lantai tiga, ruang negosiasi yang tidak menghadap sisi udara, serta operasional EOC yang
belum beroperasi sesuai jam operasi bandar udara dan/atau ketika terjadi keadaan darurat di luar jam operasi bandar udara. Kondisi ini dapat menghambat efektivitas koordinasi dan penanganan keadaan darurat. Oleh karena itu, strategi yang disarankan meliputi penataan ulang ruang sesuai standar, penambahan sistem pemantauan seperti CCTV, serta penerapan sistem kerja tiga shift untuk meningkatkan kesiapsiagaan dan respons tanggap darurat yang optimal di
lingkungan bandar udara.

The Emergency Operation Center (EOC) plays a crucial role in handling emergencies at airports. As the control and coordination center for all emergency response activities, the EOC must be able to work effectively, quickly, and in an
integrated manner with all aviation stakeholders. This study aims to analyze the compliance of the EOC facilities at Sultan Mahmud Badaruddin II International Airport in Palembang with the provisions of the Director General of Civil Aviation Regulation No. KP 479 of 2015 on Guidelines and Procedures for Civil Aviation Safety Regulations Part 139-10 (Advisory Circular CASR Part 139-10), the Airport
Emergency Response Plan, and to formulate appropriate optimization strategies. The method used is a qualitative approach through observation, interviews, and document review, with analysis using gap analysis techniques. The research findings revealed inconsistencies, such as the command center being located on the third floor, the negotiation room not facing the airside, and the EOC operations not functioning in accordance with airport operating hours and/or during emergencies outside of airport operating hours. This situation can hinder the effectiveness of coordination and emergency response. Therefore, the recommended strategy includes rearranging the space according to standards, adding monitoring systems such as CCTV, and implementing a three-shift work system to improve preparedness and optimize emergency response in the airport environment.
