ANALISIS PENGETAHUAN TAKTIK DAN TEKNIK PEMADAMAN HELIKOPTER OLEH PERSONEL PKP-PK DALAM UPAYA KESIAPAN PENANGGULANGAN KEADAAN DARURAT DI BANDAR UDARA INTERNASIONAL JUANDA SIDOARJO

Penelitian ini dilatarbelakangi oleh pentingnya kesiapan personel PKP-PK
dalam menghadapi keadaan darurat yang melibatkan helikopter di Bandar Udara
Internasional Juanda, yang memiliki lalu lintas helikopter cukup tinggi. Tujuan
utama penelitian ini adalah untuk menganalisis tingkat pengetahuan personel
terhadap taktik dan teknik pemadaman helikopter.
Penelitian dilakukan dengan pendekatan kualitatif deskriptif menggunakan
metode observasi, wawancara semi-terstruktur dengan tiga personel senior PKPPK, serta studi pustaka terhadap dokumen regulasi dan modul pelatihan. Data
dianalisis menggunakan teknik gap analysis untuk mengidentifikasi kesenjangan
antara kondisi aktual dan standar ideal.
Hasil menunjukkan bahwa belum terdapat pelatihan formal atau sertifikasi
khusus Helicopter Firefighting and Rescue yang dimiliki personel. Pengetahuan
yang ada masih bersifat umum dan lebih berfokus pada pesawat bersayap tetap.
Hal baru yang ditemukan dari penelitian ini adalah perlunya penyusunan
SOP pemadaman helikopter dan program pelatihan rutin sebagai respon terhadap
tingginya pergerakan helikopter di bandara. Penelitian ini diharapkan dapat menjadi
dasar peningkatan kapasitas dan kompetensi personel dalam penanganan darurat
helikopter.

This research is motivated by the importance of ARFF (Aircraft Rescue and
Fire Fighting) personnel readiness in dealing with helicopter-related emergencies
at Juanda International Airport, which experiences a high volume of helicopter
traffic. The main objective is to analyze the personnel’s level of knowledge
regarding helicopter firefighting tactics and techniques.
This research employs a descriptive qualitative approach through field
observations, semi-structured interviews with three senior ARFF personnel, and
literature reviews of relevant regulations and training modules. The data were
analyzed using gap analysis to identify discrepancies between actual conditions and
ideal standards outlined.
The findings reveal that personnel have not received formal training or
certification in Helicopter Firefighting and Rescue. Their current knowledge
remains general and primarily focused on fixed-wing aircraft.
A key finding of this research is the need to develop specific SOP for
helicopter fire suppression and to implement regular training programs,
considering the significant helicopter operations at the airport. The study is
expected to serve as a foundation for enhancing the capacity and competence of
ARFF personnel in handling helicopter emergencies.
