Abstract
Menurut peraturan Direktorat Jendral Perhubungan Udara PR 30 Tahun
2022. Setiap bandar udara harus memiliki unit Pertolongan Kecelakaan
Penerbangan dan Pemadam Kebakaran (PKP-PK). Bandar udara juga memiliki
markas kendali operasional, di mana pos pemadam kebakaran tempat tim PKP-PK
bertugas dibangun di tempat yang taktis agar mampu mengakses seluruh kawasan
aktivitas penerbangan secara cepat. Bandara diharuskan menyelaraskan semua
sarana dalam jangka waktu maksimal satu tahun sejak peraturan diterapkan.
Penelitian ini membahas bagaimana mengoptimalkan pengoperasian watchroom
unit PKP-PK di Bandar Udara Halim Perdanakusuma. Watchroom berfungsi
sebagai pusat pengawasan dan komunikasi untuk memantau area pergerakan
pesawat dan mendukung keselamatan penerbangan., watchroom harus dilengkapi
ventilasi, AC, ruang kedap suara, perlindungan dari sinar matahari, CCTV, alarm,
grid map, radio komunikasi, dan telepon direct circuit.
Observasi awal terhadap fasilitas watchroom di Bandara Halim
Perdanakusuma menunjukkan bahwa beberapa perangkat penunjang keselamatan
darurat masih belum tersedia. Kelengkapan fasilitas ruangan yang belum memadai
menimbulkan rasa tidak nyaman, ditambah lagi kebisingan dari luar yang
menghambat komunikasi, serta paparan sinar matahari yang mengganggu fokus
pengamatan di area pergerakan pesawat udara. Metode penelitian menggunakan
metode kualitatif sedangkan teknik pengumpulan data dilakukan dengan observasi,
wawancara, dan dokumentasi. Hasilnya menunjukkan beberapa fasilitas belum
sesuai standar, seperti CCTV, ventilasi, AC, kaca film, dan peredam suara. Oleh
karena itu, diperlukan perbaikan agar watchroom dapat berfungsi maksimal.
According to the Directorate General of Civil Aviation Regulation PR 30 of
2022, every airport must have an Aviation Accident Rescue and Firefighting Unit
(PKP-PK). Airports also have an operational control center, where the firefighting
station where the PKP-PK team is stationed is strategically located to enable quick
access to all aviation activity areas. Airports are required to align all facilities
within a maximum period of one year from the implementation of the regulation.
This study discusses how to optimize the operation of the PKP-PK watchroom unit
at Halim Perdanakusuma Airport. The watchroom serves as a monitoring and
communication center to oversee aircraft movement areas and support aviation
safety. It must be equipped with ventilation, air conditioning, soundproofing, sun
protection, CCTV, alarms, grid maps, communication radios, and direct circuit
telephones.
Initial observations of the watchroom facilities at Halim Perdanakusuma Airport
indicate that some emergency safety support devices are still unavailable. The
inadequate facilities in the room cause discomfort, compounded by external noise
that hinders communication, as well as sunlight exposure that disrupts focus during
aircraft movement monitoring. The research method used a qualitative approach,
while data collection techniques included observation, interviews, and
documentation. The results indicate that
