Abstract

Penelitian ini bertujuan untuk menganalisis pelaksanaan pelatihan pencegahan
kebakaran bagi pegawai di Bandar Udara Internasional I Gusti Ngurah Rai Bali
serta mengidentifikasi berbagai kendala utama yang dihadapi dalam proses
pelaksanaannya. Menggunakan metode penelitian kualitatif deskriptif dengan
pendekatan evaluatif berbasis model CIPP pada fokus komponen Process,
pengumpulan data dilakukan secara komprehensif melalui observasi langsung di
lapangan, wawancara semi-terstruktur bersama tiga kategori informan kunci, serta
studi dokumentasi. Hasil penelitian menunjukkan bahwa pelaksanaan pelatihan
telah terselenggara secara sistematis dan terstruktur sesuai standar operasional
prosedur serta regulasi keselamatan penerbangan yang berlaku, mengintegrasikan
4 jam penyampaian materi teori di kelas dengan 4 jam praktik simulasi lapangan
yang mencakup pengoperasian APAR dan sistem hydrant. Meskipun demikian,
pelaksanaan pelatihan masih menghadapi beberapa kendala signifikan, meliputi
bentroknya jadwal kerja dengan aktivitas operasional bandara, keterbatasan alokasi
waktu praktik, besarnya jumlah peserta dalam satu sesi, belum meratanya
kesempatan pelatihan bagi seluruh pegawai, serta timbulnya rasa panik peserta saat
simulasi. Untuk mengoptimalkan efektivitas pelatihan ke depan, disarankan
penerapan sistem penjadwalan bergelombang, peningkatan koordinasi intensif
antarunit kerja, penambahan frekuensi latihan berkala, serta pendampingan
personal guna memperkuat kesiapsiagaan tanggap darurat pegawai secara
menyeluruh.

This study aims to analyze the implementation of fire prevention training for
employees at I Gusti Ngurah Rai International Airport Bali and to identify the main
challenges faced during its implementation. Using a descriptive qualitative
research method with an evaluative approach based on the CIPP model focusing
on the Process component, data were comprehensively collected through direct field
observation, semi-structured interviews with three key informant categories, and
documentation review. The results indicate that the training implementation has
been systematically and structurally conducted in accordance with standard
operating procedures and aviation safety regulations, integrating 4 hours of
classroom theoretical instruction with 4 hours of practical field simulation covering
the operation of fire extinguishers (APAR) and hydrant systems. Nevertheless, the
implementation still encounters significant obstacles, including conflicts between
work schedules and operational airport activities, limited practical time allocation,
large numbers of participants per session, unequal training opportunities across all
employees, and participant panic during simulations. To optimize future training
effectiveness, it is recommended to implement a shift-based scheduling system,
enhance intensive inter-unit coordination, increase periodic training frequency, and
provide personal guidance to strengthen overall employee emergency response
readiness.
