Abstract

Keselamatan operasional di area apron merupakan aspek yang sangat penting dalam penyelenggaraan pelayanan bandar udara karena tingginya intensitas pergerakan pesawat, kendaraan operasional, Ground Support Equipment (GSE), dan personel. Salah satu potensi bahaya yang masih sering terjadi adalah aktivitas crossing apron yang tidak sesuai dengan prosedur keselamatan. Penelitian ini bertujuan untuk menganalisis strategi pengendalian aktivitas crossing apron yang diterapkan oleh Apron Movement Control (AMC), mengidentifikasi kendala yang dihadapi dalam pelaksanaan pengawasan, serta merumuskan strategi optimalisasi guna meningkatkan keselamatan operasi apron di Bandar Udara Internasional Sultan Hasanuddin Maros. Penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui observasi, wawancara semi-terstruktur, dan dokumentasi. Informan penelitian terdiri atas Supervisor AMC, Officer AMC, dan personel Ground Handling yang dipilih menggunakan teknik purposive sampling. Analisis data dilakukan menggunakan model interaktif Miles, Huberman, dan Saldaña yang meliputi reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa strategi pengendalian dilakukan melalui penerapan Standard Operating Procedure (SOP), pemberian izin crossing, patroli rutin, koordinasi antarunit, komunikasi radio, dan pelaksanaan safety briefing. Kendala utama yang dihadapi meliputi tingginya aktivitas operasional, faktor manusia (human factors), dan tekanan pekerjaan yang memengaruhi kepatuhan terhadap prosedur. Optimalisasi pengendalian dapat dilakukan melalui peningkatan budaya keselamatan, evaluasi SOP secara berkala, penguatan koordinasi, peningkatan pengawasan, serta pemanfaatan teknologi pendukung. Strategi tersebut diharapkan mampu meningkatkan efektivitas pengawasan dan mendukung keselamatan operasi apron secara berkelanjutan. // Operational safety in the apron area is a critical aspect of airport operations due to the high intensity of aircraft movements, operational vehicles, Ground Support Equipment (GSE), and personnel activities. One of the operational hazards frequently encountered is unauthorized apron crossing that does not comply with established safety procedures. This study aims to analyze the control strategies implemented by Apron Movement Control (AMC) in managing apron crossing activities, identify the operational challenges encountered during supervision, and formulate optimization strategies to improve apron operational safety at Sultan Hasanuddin International Airport, Maros. This research employed a descriptive qualitative approach. Data were collected through field observations, semi-structured interviews, and documentation. The research informants consisted of an AMC Supervisor, AMC Officers, and Ground Handling personnel selected using purposive sampling techniques. Data were analyzed using the interactive analysis model developed by Miles, Huberman, and Saldaña, including data reduction, data presentation, and conclusion drawing. The findings indicate that apron crossing control is implemented through the application of Standard Operating Procedures (SOP), crossing authorization, routine patrols, inter-unit coordination, radio communication, and regular safety briefings. The main challenges include high operational activity, human factors, and work pressure affecting personnel compliance with safety procedures. Optimization efforts can be achieved through strengthening safety culture, periodic SOP evaluation, enhanced coordination, increased supervision, and the utilization of supporting technologies. These strategies are expected to improve supervisory effectiveness and continuously enhance apron operational safety.
