ANALISIS ANCAMAN KEAMANAN BANDAR UDARA PADA PENGENDALIAN JALAN MASUK (ACCESS CONTROL) DI SISI UDARA UNIT PENYELENGGARA BANDAR UDARA (UPBU) KELAS II KOMODO // ANALYSIS OF AIRPORT SECURITY THREATS RELATED TO ACCESS CONTROL ON THE AIRSIDE OF THE CLASS II KOMODO AIRPORT OPERATING UNIT (UPBU)

Bandar udara sebagai objek vital nasional mewajibkan penerapan pengendalian jalan masuk (access control) ke Daerah Keamanan Terbatas (DKT) melalui kepemilikan Pas Bandar Udara, sebagaimana diatur dalam Peraturan Menteri Perhubungan PM 167 Tahun 2015 dan Keputusan Menteri Perhubungan KM 39 Tahun 2024. Unit Penyelenggara Bandar Udara (UPBU) Kelas II Komodo hingga saat ini secara bertahap terus diupayakan agar sepenuhnya selaras dengan kriteria dalam PM 167 Tahun 2015, sehingga pemeriksaan di pos access control masih dilakukan secara manual dan berpotensi menimbulkan ancaman keamanan penerbangan. Penelitian ini bertujuan untuk mengevaluasi pelaksanaan prosedur pengendalian jalan masuk kendaraan serta menganalisis bentuk ancaman terhadap keamanan penerbangan yang ditimbulkan oleh kendaraan tanpa identitas di UPBU Kelas II Komodo. Metode penelitian yang digunakan adalah deskriptif kualitatif, dengan teknik pengumpulan data berupa observasi lapangan, wawancara dengan personel Aviation Security (Avsec), Apron Movement Control (AMC), dan pihak manajemen bandara, serta studi dokumentasi. Hasil penelitian menunjukkan bahwa ketiadaan pas kendaraan memaksa petugas Avsec melakukan profiling dan pencatatan logbook secara manual, sehingga rentan terhadap kesalahan manusia (human error), penurunan efektivitas profiling akibat bias kedekatan personal (familiarity bias), serta membuka celah penyusupan (illegal entry), sabotase, dan penyelundupan barang berbahaya ke sisi udara. Kondisi ini juga tercatat sebagai temuan berstatus Open dari Otoritas Bandar Udara Wilayah IV. Sebagai upaya mitigasi, penelitian ini merekomendasikan penertiban area parkir kendaraan pribadi, penyusunan daftar kendaraan terotorisasi, pengetatan prosedur bagi kendaraan eksternal, serta percepatan koordinasi dengan Otoritas Bandar Udara guna merealisasikan penerbitan pas kendaraan sebagai instrumen wajib dalam menjaga sterilitas Daerah Keamanan Terbatas. // Airports, as vital national assets, are required to implement access control to the Security Restricted Area (SRA) through the possession of an Airport Pass, as regulated under Minister of Transportation Regulation PM 167 of 2015 and Minister of Transportation Decree KM 39 of 2024. Unit Penyelenggara Bandar Udara (UPBU) Class II Komodo has yet to implement vehicle passes for operational vehicles operating in the airside area, resulting in manual inspection at the access control post and potential threats to aviation security. This study aims to evaluate the implementation of the vehicle access control procedure and to analyze the impact of the absence of vehicle passes on airport security threats at UPBU Class II Komodo. The research employed a descriptive qualitative method, with data collected through field observation, interviews with Aviation Security (Avsec) personnel, Apron Movement Control (AMC), and airport management, as well as documentation studies. The results show that the absence of vehicle passes forces Avsec personnel to conduct manual profiling and logbook recording, making the process prone to human error, reduced profiling effectiveness due to familiarity bias, and vulnerable to illegal entry, sabotage, and smuggling of dangerous items into the airside area. This condition has also been recorded as an "Open" finding by the Region IV Airport Authority Office. As a mitigation effort, this study recommends restricting private vehicle parking areas, establishing an authorized vehicle list, tightening procedures for external vehicles, and accelerating coordination with the Airport Authority to realize the issuance of vehicle passes as a mandatory instrument in maintaining the sterility of the Security Restricted Area.
