RANCANGAN PURWARUPA DIGITALISASI DAILY CHECK REPORT UNTUK MENDUKUNG KESIAPSIAGAAN OPERASIONAL ARFF DI BANDAR UDARA INTERNASIONAL KUALANAMU

Pelaksanaan daily check report pada Unit Aircraft Rescue and Fire Fighting
(ARFF) di Bandar Udara Internasional Kualanamu masih dilakukan secara manual
menggunakan formulir berbasis kertas. Kondisi tersebut menimbulkan berbagai
kendala, seperti risiko kehilangan data, kesalahan pencatatan, keterlambatan
pelaporan, serta keterbatasan dalam proses monitoring dan dokumentasi hasil
pemeriksaan. Penelitian ini bertujuan untuk mengetahui pelaksanaan daily check
report yang berjalan, mengidentifikasi kendala yang dihadapi, serta merancang
konsep digitalisasi daily check report berbasis website guna mendukung
kesiapsiagaan operasional ARFF. Penelitian menggunakan metode Research and
Development (R&D) dengan model pengembangan Waterfall. Pengumpulan data
dilakukan melalui observasi, wawancara, dokumentasi, dan studi pustaka terhadap
personel ARFF di Bandar Udara Internasional Kualanamu. Hasil penelitian
menunjukkan bahwa sistem pelaporan manual belum mampu mendukung proses
pemeriksaan dan monitoring secara optimal. Oleh karena itu, dirancang konsep
sistem digital berbasis website yang dilengkapi dengan fitur login, pengelolaan data
pengguna, data kendaraan, checklist harian, unggah dokumentasi, monitoring,
verifikasi supervisor, dan laporan operasional. Rancangan sistem tersebut
diharapkan mampu meningkatkan efektivitas, efisiensi, akurasi pencatatan, serta
mendukung kesiapsiagaan operasional ARFF melalui penyajian informasi yang
terintegrasi dan dapat dipantau secara real-time.

The implementation of the Daily Check Report at the Aircraft Rescue and
Fire Fighting (ARFF) Unit of Kualanamu International Airport is still carried out
manually using paper-based forms. This condition creates several challenges,
including the risk of data loss, recording errors, reporting delays, and limitations
in monitoring and documenting inspection results. This study aims to analyze the
current implementation of the Daily Check Report, identify the existing constraints,
and develop a conceptual design for a web-based digital Daily Check Report to
support ARFF operational readiness. The study employed the Research and
Development (R&D) method using the Waterfall development model. Data were
collected through observation, interviews, documentation, and literature review
involving ARFF personnel at Kualanamu International Airport. The results
indicate that the existing manual reporting system has not optimally supported
inspection and monitoring activities. Therefore, a web-based digital system was
designed with features including user login, user management, vehicle data
management, daily inspection checklists, photo documentation upload, monitoring,
supervisor verification, and operational reporting. The proposed system is expected
to improve the effectiveness, efficiency, and accuracy of inspection records while
enhancing ARFF operational readiness through integrated and real-time
information management.
