Abstract
Perkembangan penggunaan kendaraan listrik (electric vehicle/EV) di Bandar Udara Internasional Juanda-Sidoarjo menimbulkan risiko kebakaran baterai lithium-ion yang memiliki karakteristik berbeda dengan kendaraan konvensional,
sehingga memerlukan kesiapan khusus personel Pertolongan Kecelakaan Penerbangan dan Pemadam Kebakaran (PKP-PK). Penelitian ini bertujuan menganalisis tingkat kesiapan PKP-PK dalam pemadaman EV serta mengidentifikasi upaya peningkatan pemahaman personel dalam penanganan kebakaran EV. Penelitian menggunakan metode kualitatif deskriptif melalui observasi, wawancara semi terstruktur terhadap tiga informan, dan dokumentasi yang dianalisis menggunakan Gap Analysis. Hasil penelitian menunjukkan bahwa kesiapan operasional PKP-PK secara umum telah didukung oleh sumber daya personel, organisasi, kendaraan pemadam, dan kapasitas air, namun kesiapan
khusus dalam menangani kebakaran EV masih belum optimal. Kesenjangan ditemukan pada kompetensi mengenai baterai lithium-ion, thermal runaway dan reignition, ketiadaan SOP khusus, serta belum adanya pelatihan dan simulasi EV secara terstruktur. Upaya peningkatan pemahaman masih dilakukan melalui weekly classroom, diskusi internal, dan pembelajaran mandiri. Temuan penelitian menunjukkan adanya kesenjangan antara perkembangan penggunaan EV di bandar udara dengan kesiapan khusus personel PKP-PK, sehingga diperlukan penguatan
SOP, pelatihan, simulasi, dan sarana pendukung penanganan kebakaran EV.
The increasing use of electric vehicles (EVs) at Juanda International Airport, Sidoarjo, has introduced lithium-ion battery fire risks with characteristics that differ from those of conventional vehicles, requiring specialized preparedness
among Aircraft Rescue and Fire Fighting (ARFF) personnel. This study aims to analyze the readiness level of ARFF in handling EV fires and to identify efforts to improve personnel understanding of EV fire response. This study employed a
descriptive qualitative method through observation, semi-structured interviews with three informants, and documentation, which were analyzed using Gap Analysis. The results show that the overall operational readiness of ARFF personnel is supported by personnel resources, organizational structure,
firefighting vehicles, and available water capacity; however, specialized readiness for EV fire response remains suboptimal. Gaps were identified in personnel competency regarding lithium-ion batteries, thermal runaway, and re-ignition, the
absence of specific EV fire response procedures, and the lack of structured EV fire training and simulations. Efforts to improve personnel understanding are currently carried out through weekly classroom sessions, internal discussions, and selfdirected learning. The findings reveal a gap between the increasing use of EVs at the airport and the specialized readiness of ARFF personnel, highlighting the need
to strengthen procedures, training, simulations, and supporting equipment for EV fire response.
