Abstract

Keterbatasan akses operasional kendaraan Airport Rescue and Fire Fighting (ARFF) di area selatan Bandar Udara Internasional Yogyakarta disebabkan belum tersedianya jalan penghubung yang melintasi sungai atau parit serta emergency access gate. Kondisi tersebut memaksa kendaraan ARFF menempuh jalan parimeter dengan rute memutar sehingga mobilisasi menuju lokasi kejadian belum optimal dan pemanfaatan kemampuan operasional kendaraan menjadi terbatas. Penelitian ini bertujuan menganalisis kondisi akses operasional kendaraan ARFF beserta kendala yang dihadapi serta mengidentifikasi kebutuhan akses untuk mendukung penanganan keadaan darurat di area selatan bandar udara tersebut. Penelitian menggunakan pendekatan kualitatif deskriptif dengan desain studi kasus. Informan dipilih melalui teknik purposive sampling. Data dikumpulkan melalui observasi lapangan, wawancara mendalam, dan dokumentasi, kemudian dianalisis menggunakan model interaktif Miles, Huberman, dan Saldaña. Hasil penelitian menunjukkan bahwa ketiadaan jalan penghubung dan emergency access gate menyebabkan akses operasional ARFF menuju area selatan belum optimal. Berdasarkan temuan tersebut, penyediaan jalan penghubung yang terintegrasi dengan emergency access gate menjadi kebutuhan akses operasional untuk meningkatkan konektivitas serta efektivitas penanganan keadaan darurat di area selatan Bandar Udara Internasional Yogyakarta.

The limited operational access for Airport Rescue and Fire Fighting (ARFF) vehicles in the southern area of Yogyakarta International Airport is caused by the absence of a connecting road across the river or drainage channel and an emergency access gate. This condition forces ARFF vehicles to use the parimeter road with a longer detour, resulting in suboptimal mobilization to the incident site and limited utilization of the vehicles’ operational capabilities. This study aims to analyze the existing operational access conditions for ARFF vehicles along with the constraints encountered and to identify the access requirements needed to support emergency response in the southern area of the airport. The research employed a qualitative descriptive approach with a case study design. Informants were selected through purposive sampling. Data were collected through field observation, in-depth interviews, and documentation, then analyzed using the interactive model of Miles, Huberman, and Saldaña. The findings indicate that the absence of a connecting road and an emergency access gate has resulted in suboptimal operational access for ARFF vehicles to the southern area. Based on these findings, the provision of a connecting road integrated with an emergency access gate is identified as an operational access requirement to improve connectivity and enhance the effectiveness of emergency response operations in the southern area of Yogyakarta International Airport.
