Abstract

Unit Apron Movement Control (AMC) memiliki peran krusial dalam kelancaran dan keselamatan pergerakan pesawat. Di BLU Kantor UPBU Kelas I Utama Juwata, belum tersedianya Taxiway Guidance Light (TGL) membatasi panduan visual pilot saat taxiing pada kondisi low visibility. Pergerakan pesawat saat ini hanya mengandalkan marka, instruksi ATC, dan Follow Me Car. Penelitian ini bertujuan untuk menganalisis kondisi operasional taxiing saat low visibility dan mengidentifikasi risiko ketiadaan TGL, serta mengevaluasi kebutuhan pemasangannya dalam mendukung keselamatan.
Penelitian kualitatif deskriptif ini mengumpulkan data melalui observasi lapangan, studi dokumentasi teknis, serta wawancara mendalam dengan personel AMC, ATC, dan Pilot. Analisis risiko keselamatan mengacu pada matriks ICAO Document 9859.
Hasil penelitian menunjukkan tiga hal utama: pertama, operasional taxiing eksisting kurang efisien dan memperburuk on-time performance akibat tingginya ketergantungan pada Follow Me Car; kedua, tingkat risiko akibat ketiadaan TGL berada di zona Tolerable namun rentan memicu disorientasi visual; dan ketiga, Instalasi TGL merupakan fasilitas yang diperlukan untuk memberikan panduan visual secara optimal demi kelancaran dan keselamatan penerbangan. Kesimpulannya, pengadaan instalasi TGL sangat direkomendasikan dan menjadi kebutuhan yang relevan guna mendukung keselamatan pergerakan pesawat. Kendala tingginya investasi dan potensi gangguan instalasi dapat dimitigasi melalui penganggaran bertahap dan pengerjaan di luar jam operasi agar mencapai tingkat keselamatan Acceptable. // The Apron Movement Control (AMC) Unit plays a crucial role in ensuring the smooth and safe movement of aircraft. At the BLU Kantor UPBU Kelas 1 Utama Juwata, the lack of Taxiway Guidance Lights (TGL) limits pilots’ visual guidance while taxiing in low visibility conditions. Aircraft movements currently rely solely on markings, ATC instructions, and Follow-Me Cars. This study aims to analyze operational taxiing conditions during low visibility, identify the risks associated with the absence of TGLs, and evaluate the need for their installation to support safety.
This descriptive qualitative study collected data through field observations, a review of technical documentation, and in-depth interviews with AMC, ATC, and pilot personnel. The safety risk analysis was based on the matrix in ICAO Document 9859.
The research findings reveal three key points: first, existing taxiing operations are inefficient and negatively impact on-time performance due to heavy reliance on Follow Me Cars; second, the risk level associated with the absence of TGL falls within the “Tolerable” zone but is prone to causing visual disorientation; and third, the installation of TGL is a necessary facility to provide optimal visual guidance for the smooth operation and safety of flights. In conclusion, the installation of TGL is highly recommended and is a relevant necessity to support aircraft movement safety. The challenges of high investment costs and potential installation disruptions can be mitigated through phased budgeting and construction outside of operating hours to achieve an “Acceptable” safety level.
