Penelitian ini mengkaji ketidakpatuhan terhadap Standard Operating Procedure (SOP) pengoperasian dan pergerakan Ground Support Equipment (GSE) di sisi udara, seperti
penggunaan GSE yang tidak laik operasi, penempatan GSE yang tidak sesuai, dan ketidakpatuhan penggunaan Alat Pelindung Diri atau APD. Penelitian bertujuan menganalisis efektivitas pengawasan oleh unit Apron Movement Control (AMC) serta
mengevaluasi penegakan ketentuan terhadap pelanggaran SOP. Penelitian ini menggunakan metode kualitatif deskriptif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa AMC telah melaksanakan pengawasan melalui inspeksi, random check, dan pemberian teguran. Namun, pengawasan dan penegakan ketentuan belum optimal karena pelanggaran masih
berulang. Kontribusi penelitian secara akademis adalah menambah kajian tentang efektivitas pengawasan pengoperasian GSE oleh Apron Movement Control (AMC) dalam
mendukung keselamatan dan kelancaran operasi di sisi udara. Dan memberikan bukti secara langsung tentang faktor-faktor yang mempengaruhi efektivitas pengawasan serta tingkat kepatuhan personel ground handling terhadap SOP pengoperasian GSE. Secara praktis yaitu menghasilkan rekomendasi berbasis hasil evaluasi untuk meningkatkan
efektivitas pengawasan pengoperasian Ground Support Equipment (GSE) dan sebagai bahan evaluasi dalam menyusun mekanisme penegakan disiplin. // This study examines non-compliance with SOP (Standard Operating Procedures)
regarding the operation and movement of GSE (Ground Support Equipment) in the airside area—specifically issues such as the use of unserviceable GSE, improper GSE positioning,
and failure to use PPE (Personal Protective Equipment). The study aims to analyze the effectiveness of supervision by the AMC (Apron Movement Control) unit and evaluate the
enforcement of regulations regarding SOP violations. A descriptive qualitative method was employed, utilizing data collection techniques that included observation, interviews, and document analysis. The findings indicate that the AMC has conducted supervision through inspections, random checks, and the issuance of warnings. However, supervision and enforcement remain suboptimal, as violations continue to recur. Academically, this research contributes to the body of knowledge regarding the effectiveness of AMC supervision of GSE operations in supporting airside safety and operational efficiency. It provides direct evidence concerning the factors influencing supervisory effectiveness and the level of ground handling personnel compliance with GSE operating SOP. From a practical standpoint, the study generates recommendations based on evaluation results to
enhance the effectiveness of GSE operation supervision and serves as a basis for formulating disciplinary enforcement mechanisms.
