Abstract

Penelitian ini bertujuan untuk menganalisis kinerja petugas Apron Movement
Control (AMC) dalam melaksanakan pengawasan hazard di area apron Bandar
Udara Internasional I Gusti Ngurah Rai Bali, mengidentifikasi faktor-faktor yang
memengaruhi efektivitas pengawasan, serta merumuskan upaya peningkatan
kinerja dalam mendukung keselamatan operasional penerbangan. Penelitian
menggunakan metode kualitatif dengan pendekatan deskriptif melalui observasi,
wawancara dengan Supervisor Apron Movement Control (AMC), dokumentasi,
dan studi pustaka. Analisis risiko dilakukan menggunakan metode Hazard
Identification and Risk Assessment (HIRA), sedangkan hasil observasi dan
wawancara dianalisis berdasarkan teori Human Factors, Safety Culture, dan
Safety Management System (SMS) sesuai ICAO Doc 9859. Hasil penelitian
menunjukkan bahwa pengawasan hazard telah dilaksanakan melalui kegiatan
main inspection, identifikasi hazard, koordinasi dengan stakeholder, serta
pelaksanaan Safety Talk dan Safety Briefing. Hazard yang paling sering
ditemukan meliputi Foreign Object Debris (FOD), tumpahan oli atau cairan
hidrolik dari Ground Support Equipment (GSE), serta kendaraan operasional yang
tidak ditempatkan sesuai ketentuan. Faktor penghambat meliputi tingginya
aktivitas kendaraan operasional, keterbatasan area penyimpanan GSE, jumlah
personel yang belum ideal, dan human error. Penelitian ini memberikan kontribusi
berupa rekomendasi peningkatan efektivitas pengawasan hazard melalui
penguatan kompetensi personel, koordinasi antar stakeholder, penerapan budaya
keselamatan, serta penyediaan sumber daya yang memadai guna mendukung
keselamatan operasional penerbangan di area apron. // This study aims to analyze the performance of Apron Movement Control (AMC)
officers in implementing hazard monitoring in the apron area of I Gusti Ngurah
Rai International Airport, Bali, identify factors that influence the effectiveness of
monitoring, and formulate efforts to improve performance in supporting flight
operational safety. The study uses a qualitative method with a descriptive
approach through observation, interviews with Apron Movement Control (AMC)
Supervisors, documentation, and literature studies. Risk analysis was conducted
using the Hazard Identification and Risk Assessment (HIRA) method, while the
results of observations and interviews were analyzed based on the theory of
Human Factors, Safety Culture, and Safety Management System (SMS) according
to ICAO Doc 9859. The results of the study indicate that hazard monitoring has
been implemented through main inspection activities, hazard identification,
coordination with stakeholders, and the implementation of Safety Talk and Safety
Briefing. The most frequently found hazards include Foreign Object Debris
(FOD), oil or hydraulic fluid spills from Ground Support Equipment (GSE), and
operational vehicles that are not placed according to regulations. Inhibiting factors
include high operational vehicle activity, limited GSE storage areas, less than
ideal number of personnel, and human error. This research contributes in the form
of recommendations to increase the effectiveness of hazard monitoring by
strengthening personnel competency, coordination between stakeholders,
implementing a safety culture, and providing adequate resources to support flight
operational safety in the apron area.
