ANALISIS KESIAPAN KEAMANAN AREA CARGO SECURITY CHECK POINT (CSCP) PADA GEDUNG KARGO DI UPBU KELAS II KOMODO – LABUAN BAJO // SECURITY READINESS ANALYSIS OF CARGO SECURITY CHECK POINT (CSCP) AT THE CARGO BUIDING OF UPBU CLASS II KOMODO – LABUAN BAJO

Penelitian ini menganalisis kesiapan keamanan Cargo Security Check Point (CSCP) UPBU Kelas II Komodo – Labuan Bajo berdasarkan regulasi KM 39 Tahun 2024. Melalui metode kualitatif deskriptif dan penilaian checklist PR 17 Tahun 2024, evaluasi difokuskan pada aspek fasilitas, personel, dan implementasi SOP. Hasil penelitian menunjukkan tingkat kepatuhan pengamanan mencapai 62,5%. Namun, operasional belum optimal akibat ketiadaan fasilitas Walk Through Metal Detector (WTMD), Explosive Trace Detector (ETD), sign board Daerah Keamanan Terbatas (DKT), serta spesifikasi X-Ray yang masih single view. Selain itu, penugasan tunggal operator X-Ray menghambat penerapan fatigue management, dan belum rincinya SOP menyebabkan pos CSCP sering tidak terjaga saat jeda operasional. Disimpulkan bahwa pengamanan CSCP perlu ditingkatkan. Rekomendasi perbaikan mencakup penerapan sistem piket jaga pada pintu masuk, penutupan pintu CSCP, penambahan personel operator X-Ray, dan penyusunan SOP teknis pengamanan. Pengadaan fasilitas WTMD, ETD, dan X-Ray multi-view disarankan sebagai sasaran jangka panjang. // This study evaluates the security readiness of the Cargo Security Check Point (CSCP) at UPBU Class II Komodo – Labuan Bajo based on the KM 39 Year 2024 regulation. Utilizing a descriptive qualitative method and a checklist assessment based on PR 17 Year 2024, the evaluation is focused on the aspects of facilities, personnel, and Standard Operating Procedure (SOP) implementation. The results show that the security compliance rate reached 62,5%. However, operations are not yet optimal due to the absence of Walk Through Metal Detector (WTMD) and Explosive Trace Detector (ETD) facilities, the lack of Security Restricted Area (SRA) signboards, and the X-Ray machine specification which is still using single-view technology. In addition, the single assignment of the X-Ray operator hinders the implementation of fatigue management, and the lack of detailed SOPs often leaves the CSCP post unguarded during operational breaks. It is concluded that CSCP security needs to be improved. Recommendations for improvement include the implementation of a stationary picket system at the entrance, the addition of X-Ray operator personnel, and the arrangement of technical security SOPs. The procurement of WTMD, ETD, and multi-view X-Ray facilities is suggested as a long-term goal.
