Abstract

Penelitian ini dilatarbelakangi oleh temuan anomali insiden minor kendaraan
Ground Support Equipment (GSE) pada jam tidak sibuk di apron Bandar Udara
Kelas II Komodo. Studi ini bertujuan untuk menganalisis efektivitas pelaksanaan
fungsi pengawasan Unit Apron Movement Control (AMC) serta merumuskan
langkah-langkah strategis penguatannya demi menjaga keselamatan pergerakan
GSE sehingga tidak terjadi kecelakaan operasional. Metode yang digunakan adalah
deskriptif kualitatif dengan teknik pengumpulan data melalui observasi lapangan,
studi dokumentasi, dan wawancara mendalam terhadap narasumber. Hasil
penelitian menunjukkan bahwa pengawasan Unit AMC belum berjalan efektif pada
jam tidak sibuk akibat keterbatasan kuantitas personel yang memicu dilema beban
kerja ganda administratif antara kewajiban patroli lapangan dan penuntasan
administrasi kantor. Kekosongan kehadiran langsung dari pengawas ini berdampak
pada merosotnya kedisiplinan dan munculnya rasa aman semu operator di lapangan.
Hal baru yang diperoleh dari penelitian ini adalah identifikasi celah keselamatan
spesifik pada jam tidak sibuk penerbangan serta rumusan strategi integratif berupa
rekayasa pembagian tugas dinas paralel dan optimalisasi pengawasan digital pada
area titik buta (blind spot).

This research is motivated by the findings of anomalous minor incidents involving
Ground Support Equipment (GSE) vehicles during operating hoursat the Class II
Komodo Airport apron. This study aims to analyze the effectiveness of the
supervisory function implementation of the Apron Movement Control (AMC) Unit
and to formulate strategic strengthening measures to maintain the safety of GSE
movements so that operational accidents do not occur. The method used is
descriptive qualitative, with data collection techniques including field observation,
documentation study, and in-depth interviews with informants. The research results
indicate that the AMC Unit's supervision has not run effectively during Operating
hours due to the limited quantity of personnel, which triggers a structural double
workload dilemma between field patrol duties and completing office administration.
The absence of direct presence from these supervisors impacts the decline in
discipline and the emergence of a false sense of security among operators in the
field. The novelty obtained from this research is the identification of a specific safety
gap during non-peak flight hours and the formulation of an integrative strategy
consisting of parallel shift-task engineering and digital surveillance optimization
in blind spot areas.
