ANALISIS DAMPAK PERUBAHAN MINIMUM EQUIPMENT LIST TERHADAP OPERATIONAL LIMITATION ATR 42-500 PELITA AIR SERVICE // ANALYSIS OF THE IMPACT OF MINIMUM EQUIPMENT LIST REVISIONS ON OPERATIONAL LIMITATIONS OF ATR 42-500 PELITA AIR SERVICE

Minimum Equipment List (MEL) merupakan dokumen operasional yang menjadi
dasar penentuan kelayakan dispatch pesawat ketika terdapat peralatan yang tidak
berfungsi. Penelitian ini bertujuan mengidentifikasi perubahan MEL ATR 42-500
Pelita Air Service tahun 2025, menganalisis dampaknya terhadap operational
limitation, serta menjelaskan implikasinya terhadap pengambilan keputusan
operasional. Penelitian menggunakan metode kualitatif deskriptif-komparatif
melalui analisis dokumen MEL sebelum dan sesudah revisi, dokumen pendukung,
serta wawancara semiterstruktur dengan Flight Operations Officer, pilot,
dan maintenance. Data dianalisis menggunakan gap analysis dan model Miles dan
Huberman, serta divalidasi melalui triangulasi sumber dan teknik. Hasil penelitian
menunjukkan bahwa terdapat 118 perubahan pada MEL Operations Part, dengan
sembilan item tergolong signifikan, terdiri atas tujuh perubahan rectification
interval dan dua penambahan item baru. Perubahan tersebut memberikan dampak
yang berbeda-beda.cRevisi MEL juga memengaruhi keputusan dispatch, jenis
penerbangan yang diizinkan, prioritas pemeliharaan, serta koordinasi antara pilot,
Flight Operations Officer, dan maintenance. Perbedaan interpretasi pada salah satu
item menunjukkan bahwa kategori perbaikan tidak dapat dibaca secara terpisah
dari dispatch condition serta prosedur operasional dan pemeliharaan. Dengan
demikian, revisi MEL ATR 42-500 meningkatkan kejelasan batas operasional dan
konsistensi keputusan dispatch, tetapi efektivitas penerapannya tetap bergantung
pada sosialisasi, keseragaman pemahaman, dan koordinasi lintas fungsi.

The Minimum Equipment List (MEL) is an operational document used to determine
an aircraft's dispatch eligibility when certain equipment is inoperative. This study
aims to identify the changes introduced in the 2025 revision of the ATR 42-500 MEL
of Pelita Air Service, analyze their impact on operational limitations, and explain
their implications for operational decision-making. A qualitative descriptivecomparative approach was employed through comparative analysis of the MEL
before and after the revision, supporting operational documents, and semistructured interviews with a Flight Operations Officer, pilots, and aircraft
maintenance personnel. The data were analyzed using gap analysis and the Miles
and Huberman interactive model and validated through source and method
triangulation. The results identified 118 changes in the MEL Operations Part, with
nine items classified as significant, consisting of seven changes to rectification
intervals and two newly introduced items. These revisions produced varying
operational impacts. The MEL revision affected dispatch decisions, permitted flight
operations, maintenance priorities, and coordination among pilots, Flight
Operations Officers, and maintenance personnel. Differences in the interpretation
of one revised item also indicated that repair categories cannot be interpreted
independently of dispatch conditions and the applicable operational and
maintenance procedures. Therefore, the 2025 revision of the ATR 42-500 MEL
improves the clarity of operational limitations and the consistency of dispatch
decisions. However, its effective implementation depends on adequate
dissemination, consistent interpretation, and cross-functional coordination.
