Abstract

Operasional penerbangan membutuhkan koordinasi, ketepatan informasi, dan
pengendalian yang terintegrasi karena perubahan pada satu aspek operasional dapat
memengaruhi pelaksanaan tugas unit lainnya. Penelitian ini bertujuan untuk
mengetahui peran Integrated Operation Control Center (IOCC) dalam mendukung
pelaksanaan tugas Flight Operation Officer (FOO) serta menganalisis pengaruhnya
terhadap efektivitas kinerja FOO pada Maskapai Wings Air. Penelitian ini
menggunakan metode kuantitatif dengan pendekatan deskriptif dan asosiatif.
Populasi penelitian terdiri atas 44 FOO Wings Air. Kuesioner disebarkan kepada
seluruh anggota populasi menggunakan teknik sampling total dan diperoleh 37
kuesioner yang terisi lengkap serta dapat diolah. Data primer dikumpulkan melalui
kuesioner tertutup berskala Likert, sedangkan data sekunder diperoleh dari SOP,
handbook, dan data flight assignment. Variabel peran IOCC diukur melalui kualitas
sistem, kualitas informasi, penggunaan sistem kerja, kualitas layanan, dan manfaat
sistem bagi pekerjaan FOO. Efektivitas kinerja FOO diukur melalui pencapaian
tujuan, integrasi, dan adaptasi. Data dianalisis menggunakan IBM SPSS 25 melalui
uji validitas, reliabilitas, analisis deskriptif, normalitas, linearitas, regresi linear
sederhana, dan uji hipotesis. Hasil penelitian menunjukkan bahwa peran IOCC
memperoleh nilai rata-rata sebesar 4,65 dan efektivitas kinerja FOO sebesar 4,58,
yang keduanya termasuk kategori sangat tinggi. Persamaan regresi yang diperoleh
adalah Y = 24,208 + 0,638X. Hasil uji hipotesis menunjukkan nilai t hitung sebesar
4,409 lebih besar daripada t tabel sebesar 2,030 dengan nilai p < 0,001. Nilai
koefisien determinasi (R²) sebesar 0,357 menunjukkan bahwa peran IOCC
menjelaskan 35,7% variasi efektivitas kinerja FOO, sedangkan 64,3% sisanya
dipengaruhi oleh faktor lain di luar penelitian. Dengan demikian, peran IOCC
berpengaruh positif dan signifikan terhadap efektivitas kinerja FOO pada Maskapai
Wings Air.

Airline operations require integrated coordination, accurate information, and
operational control because changes in one operational aspect may affect the duties
of other units. This study aims to identify the role of the Integrated Operation
Control Center (IOCC) in supporting the duties of Flight Operation Officers
(FOOs) and to analyze its effect on FOO performance effectiveness at Wings Air.
This study employed a quantitative method with descriptive and associative
approaches. The research population consisted of 44 Wings Air FOOs.
Questionnaires were distributed to the entire population using a total sampling
technique, and 37 complete and usable questionnaires were obtained. Primary data
were collected through a closed-ended questionnaire using a five-point Likert scale,
while secondary data were obtained from standard operating procedures,
handbooks, and flight assignment records. The role of IOCC was measured through
system quality, information quality, system use, service quality, and system benefits
for FOO duties. FOO performance effectiveness was measured through goal
attainment, integration, and adaptation. The data were analyzed using IBM SPSS
25 through validity testing, reliability testing, descriptive analysis, normality
testing, linearity testing, simple linear regression, and hypothesis testing. The
results showed that the role of IOCC obtained an average score of 4.65, while FOO
performance effectiveness obtained an average score of 4.58, with both variables
classified as very high. The regression equation was Y = 24.208 + 0.638X. The
hypothesis test produced a calculated t-value of 4.409, which was higher than the
critical t-value of 2.030, with p < 0.001. The coefficient of determination (R²) was
0.357, indicating that the role of IOCC explained 35.7% of the variation in FOO
performance effectiveness, while the remaining 64.3% was influenced by other
factors outside this study. Therefore, the role of IOCC has a positive and significant
effect on FOO performance effectiveness at Wings Air.
