Abstract

Bandar Udara Wiriadinata Tasikmalaya merupakan bandar udara kategori Non
Precision Approach yang pada Runway 33 saat ini hanya dilengkapi fasilitas Runway
Threshold Identification Light (RTIL). Karena letak geografis bandara yang termasuk
di dataran tinggi, kondisi tersebut dinilai belum memberikan panduan visual yang
optimal bagi pilot, terutama ketika terjadi penurunan jarak pandang akibat kabut
maupun curah hujan tinggi. Penelitian ini bertujuan menghasilkan rancangan
pemasangan Medium Approach Lighting System (MALS) pada Runway 33 sesuai
ketentuan yang berlaku sebagai upaya peningkatan keselamatan operasi penerbangan.
Metode yang digunakan adalah Research and Development (R&D) Tingkat 1 melalui
observasi lapangan, wawancara, studi literatur, serta analisis data berdasarkan ICAO
Annex 14 dan SKEP Nomor 114 Tahun 2002. Hasil penelitian menunjukkan bahwa
rancangan MALS telah memenuhi konfigurasi standar berupa sistem sepanjang 420
meter dengan tujuh barrette berjarak 60 meter, dilengkapi crossbar pada jarak 300
meter, serta penyesuaian elevasi, tinggi tiang, jalur kabel, kapasitas catu daya, dan
spesifikasi instalasi berdasarkan kondisi eksisting Bandar Udara Wiriadinata. Produk
yang dihasilkan berupa Detail Engineering Design (DED) yang mencakup layout
MALS, instalasi listrik, jalur kabel dari CCR menuju runway, serta Rencana Anggaran
Biaya (RAB), dan Rencana Kerja Syarat (RKS) yang telah divalidasi sehingga dapat
dijadikan acuan teknis dalam pengembangan fasilitas Approach Lighting System di
Bandar Udara Wiriadinata.

Wiriadinata Airport, Tasikmalaya, is categorized as a Non-Precision Approach
airport, where Runway 33 is currently equipped only with Runway Threshold
Identification Lights (RTIL). Due to the airport's geographical location in a highland
area, the existing visual aid is considered insufficient to provide optimal guidance for
pilots, particularly during reduced visibility caused by fog and heavy rainfall. This
study aimed to develop a Medium Approach Lighting System (MALS) design for
Runway 33 in accordance with applicable regulations to improve flight operational
safety. The research employed Level 1 Research and Development (R&D) methods
through field observations, interviews, literature reviews, and data analysis based on
ICAO Annex 14 and SKEP No. 114 of 2002. The results indicate that the proposed
MALS complies with the standard configuration, consisting of a 420-meter approach
lighting system with seven barrette lights spaced at 60-meter intervals, including a
crossbar located 300 meters from the threshold. The design also incorporates elevation
adjustments, mast height determination, cable routing, power supply capacity, and
installation specifications adapted to the existing airport conditions. The resulting
products include a Detail Engineering Design (DED) comprising the MALS layout,
electrical installation design, cable routing from the Constant Current Regulator
(CCR) to the Runway 33 MALS circuit, as well as the Bill of Quantities (BOQ) and
Technical Specifications, which can serve as technical references for the future
development of the airport's approach lighting system.
