Abstract
Landasan pacu di Bandara Udara Nusawiru Pangandaran Jawa Barat memiliki
panjang 1.400 meter dan lebar 30 meter. Kondisi saat ini runway 07 dan 25 belum
tersedia fasilitas approach light belum. Berdasarkan PR 21 Tahun 2023, aspek
keselamatan dan keamanan pada threshold non-precision approach runway
memerlukan indikator yang jelas. Jika pemasangan approach light tidak
memungkinkan, regulasi tersebut menghendaki penggunaan Runway Threshold
Identification Light (RTIL) sebagai solusi alternatif. Penelitian ini bertujuan untuk
merancang pemasangan RTIL sesuai standar yang berlaku dalam bentuk Detail
Engineering Design (DED) yang dapat diaplikasikan di Bandar Udara Nusawiru.
Metode yang digunakan adalah Research and Development (R&D) level 1, meliputi
tahap identifikasi masalah, pengumpulan data, perancangan desain, hingga validasi
desain. Penelitian ini menghasilkan beberapa poin penting, antara lain penempatan
RTIL dilakukan secara simetris terhadap threshold light dengan jarak aman 10 meter
dari runway edge light, sistem kelistrikan dioperasikan pada tegangan 230 VAC
menggunakan kabel tipe NYFGbY 3x10 mm² sepanjang 1.886 meter, aspek proteksi
kelistrikan menggunakan MCB dengan kapasitas 4A serta konstruksi dudukan
berstandar SKEP 114 Tahun 2002 berdimensi 60×72×50 cm. Seluruh hasil
rancangan ini diintegrasikan ke dalam dokumen Detail Engineering Design (DED),
sehingga siap diaplikasikan sebagai panduan operasional di bandar udara.

The runway at Nusawiru Airport in Pangandaran, West Java, is 1,400 meters long
and 30 meters wide. Currently, runways 07 and 25 do not yet have approach lighting
facilities. According to PR 21 of 2023, safety and security aspects at the threshold
of a non-precision approach runway require clear indicators. If the installation of
approach lights is not feasible, the regulation mandates the use of Runway
Threshold Identification Lights (RTIL) as an alternative solution. This study aims
to design the installation of RTILs in accordance with applicable standards in the
form of a Detailed Engineering Design (DED) that can be applied at Nusawiru
Airport. The method used is Level 1 Research and Development (R&D), covering
the stages of problem identification, data collection, design development, and
design validation. This study yielded several key findings, including that the RTILs
are positioned symmetrically relative to the threshold light at a safe distance of 10
meters from the runway edge light; the electrical system operates at 230 VAC using
1,886 meters of NYFGbY 3x10 mm² cable, electrical protection uses a 4A MCB,
and the mounting structure complies with SKEP Standard No. 114 of 2002 and
measures 60×72×50 cm. All design results were integrated into the Detailed
Engineering Design (DED) document, making it ready for implementation as an
operational guideline at the airport.
